Abstract

Quality education is the hope of all point of view,such as students, teachers, communities, governments and even Islam. Word of Allah in the Qur'an letter Ali-Imran verse 139 which means "Do not be weak, and also not grieve, but you are the people most high extent, if you are faithful people ". The contents of the content of the verse has been stated in the vision of the establishment of madrassas that individuals who have an attitude of religious, scientific diniyah capable, skilled and professional, in accordance with the order of life. Ironically, some communities in Indonesia Muslim majority are still looked down on madrasah. Less enthuses madrasah by the public as most madrasah espiacilly primarily private management has not been managed well. Quantitatively superior to the private MTs, but qualitatively of state MTs was still lagging behind. There are 92 private MTs in Central Lampung regency even though just 6.5% had been developing well. Based on this phenomenon the researcher interested to know whether the strategy used by MTs Maarif 02 Kotagajah, MTs Maarif 20 Kalidadi, and MTs Bustanul Ulum Jayasakti so that it can develop properly. The purpose of this research was to describe how planning, implementing, and evaluation of development strategies madrasah passed Morals based quality management at the madrasah in improving the quality of education. The hope this research can provide inspiration, motivation, innovation and strategy development of quality education in madrasah in general. This study is a qualitative research, data collection techniques using interviews, observation, and documentation. The primary data of the words of the interviews and secondary data is documentation and records observations to data analysis is inductive. According to the research there are 5 strategies based quality management morals developed, namely: 1) Management of learners, 2) Management of infrastructure, 3) Management curriculum education , 4) Personnel management education, and 5) financial management are managed in such a way from the aspect planning, implementation, and evaluation, so that it can improve quality of education with quality value MTs Maarif 02 Kotagajah of 77.92 into 85.33 category B + (better), MTs Maarif 20 Kalidadi of 69.42 into 80.84 category B (Good ), and MTs Bustanul Ulum Jayasakti of 74.19 into 82.84 category B + (better) Madrasah development strategy passed Morals based quality management with 5 of these strategies can be a source of inspiration, motivation of each point of view related to the quality of education in improving MTs Ma'Arif 02 Kotagajah, MTs Ma‟arif 20 Kalidadi and MTs Bustanul Ulum Jayasakti Central Lampung regency in particular and madrasah or schools generally improve the quality of education.
