Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui bagaimana kepala sekolah merumuskan kebijakan, mengatur tata kerja, melakukan pengawasan dan yang menjadi faktor pendukung dan penghambat Kepala Sekolah dalam meningkatkan fungsi guru di SMK Miftahul Ulum Bandar Lampung. Secara metodologis, penelitian ini merupakan penelitian lapangan (empiris) dengan pendekatan kualitatif. Sumber data primer yaitu kepala sekolah, wakil kepala sekolah, tata usaha, guru dan siswa. Sedangkan buku arsip, laporan kegiatan dan dokumen pelaksanaan manajemen merupakan data skunder. Dalam pengumpulan data, metode yang digunakan adalah observasi, wawancara, dan dokumentasi. Dalam menganalisis data peneliti menggunakan teknik analisa kualitatif dengan langkah-langkah pemaparan data, reduksi data, dan penarikan kesimpulan. Temuan umum dalam penelitian ini adalah kondisi objektif SMK Miftahul Ulum Bandar Lampung. Temuan khususnya, adalah : (1) Perumusan Kebijakan Kepala Sekolah di SMK Miftahul Ulum Bandar Lampung dilakukan dengan membuat perencanaan, Implementasi dan evaluasi melalui musyawarah, diskusi dan forum rapat (2) Pengaturan Tata Kerja di SMK Miftahul Ulum Bandar Lampung dilakukan dengan cara membagi tugas sesuai dengan struktur organisasi. (3) Pengawasan Kepala sekolah di SMK Miftahul Ulum Bandar Lampung dilakukan secara langsung dengan memantau semua yang dilakukan siswa maupun guru dan melakukan monitoring ke kelas-kelas. Secara tidak langsung kepala sekolah melakukan pengawasan melalui wakil kepala sekolah, kesiswaan, guru BP dan guru piket. Kata Kunci : Fungsi Kepala Sekolah, Peran Guru iv ABSTRAK This study aims to find out how the principal formulates policies, regulates the work is procedures, supervises and the supporting factors and constrains the Principal in improving the function of teachers in SMK Miftahul Ulum Bandar Lampung. Methodologically, this research is field research (empirical) with qualitative approach. Primary data sources are principals, vice principals, administrative staff, teachers and students. While archival books, activity reports, and management implementation documents are secondary data. In data collection, the method used are observation, interview, and documentation. In analyzing data, the researcher used qualitative analysis techniques with the steps of data exposure, data reduction, and withdrawal conclusions. The general finding in this research is the objective condition of SMK Mitahul Ulum Bandar Lampung. The particular finding, is: (1) the formulation of Principal Policy in SMK Miftahul Ulum Bandar Lampung done by making planning, Implementation and evaluation through deliberations, discussions and forum meetings (2) Arrangement of the Working Procedures in SMK Miftahul Ulum Bandar Lampung done by dividing the task according to organizational structure. (3) Supervision of the principal in SMK Miftahul Ulum Bandar Lampung are conducted directly by monitoring all the students and teachers and monitoring the classes. Indirectly, the principal conducts' supervision through the vice principal of the curriculum section, student affairs, teachers of counseling guidance and picket teachers (4) Supporting factors in SMK Miftahul Ulum Bandar Lampung are infrastructure and cooperation with the Institute of Education. Inhibiting factors are limit the cost, time and energy, and the teachers have a less understanding about the policies that made by principal and reluctant to develop their potential.
