Abstract
ABSTRACT Teachers at Madrasah Aliyah Negeri (MAN) in Bandar Lampung City play a strategic role in improving the quality of teaching and learning processes and outcomes, so the development of teacher professionalism is an essential requirement in madrasah education management. However, the development of teacher professionalism is still constrained by program planning that is not fully needs-based, limited resources, and suboptimal ongoing evaluation, so the management of teacher professional development needs to be examined in depth. This study aims to describe the management of teacher professional development at MAN in Bandar Lampung City, covering the planning, implementation, and evaluation of programs, as well as identifying supporting and inhibiting factors. This research employs a qualitative method with a descriptive approach and is conducted at MAN in Bandar Lampung City. Data are collected through in-depth interviews, observations, and document studies involving the principal, vice principals, teachers, and documents related to teacher development programs. Data validity is ensured through source and technique triangulation and analyzed through data reduction, data display, and conclusion drawing. The results show that the management of teacher professional development at MAN in Bandar Lampung City has been carried out through the planning of training programs, workshops, MGMP (Subject Teacher Working Groups), and academic supervision aimed at improving teachers’ professional competence. Program implementation generally runs quite well with the support of the principal’s policies and teacher participation, although it still faces obstacles such as limited budget, facilities, time, and varying levels of teacher motivation. Evaluation is conducted through performance appraisal and regular supervision, but it has not yet been fully integrated into a continuous quality management system, so it requires strengthening needs-based planning, resource support, and more systematic evaluation to optimize teacher professionalism at MAN in Bandar Lampung City.
