Abstract

ABSTRAK Sanitasi merupakan aspek fundamental dalam mewujudkan kesehatan masyarakat, namun kesadaran dan praktik sanitasi di Kabupaten Pesisir Barat masih rendah, terutama dalam perilaku hidup bersih dan sehat. Pemerintah menetapkan Peraturan Gubernur Lampung Nomor 34 Tahun 2023 sebagai dasar pelaksanaan STBM. Penelitian ini bertujuan menganalisis siyāsah tanfidziyyah terhadap implementasi Pasal 9 Peraturan Gubernur Lampung Nomor 34 Tahun 2023 tentang Sanitasi Total Berbasis Masyarakat oleh Dinas Kesehatan Kabupaten Pesisir Barat. Penelitian ini merupakan penelitian lapangan dengan pendekatan kualitatif deskriptif. Data diperoleh dari sumber primer dan sekunder melalui wawancara, observasi, dan dokumentasi. Informan dipilih secara purposive sebanyak tujuh orang yaitu 2 orang pegawai Dinas Kesehatan dan 5 orang Peratin Pekon di Kabupaten Pesisir Barat. Analisis data dilakukan melalui reduksi, penyajian, dan penarikan kesimpulan secara sistematis untuk memperoleh hasil yang valid. Implementasi Pasal 9 Peraturan Gubernur Lampung Nomor 34 Tahun 2023 tentang Sanitasi Total Berbasis Masyarakat (STBM) oleh Dinas Kesehatan Kabupaten Pesisir Barat telah dilaksanakan melalui pembinaan, koordinasi, sosialisasi, monitoring, dan evaluasi untuk mendorong penerapan lima pilar STBM. Namun, pelaksanaannya belum berjalan optimal karena masih terkendala rendahnya kesadaran masyarakat, keterbatasan sarana sanitasi, anggaran, kondisi ekonomi, dan letak geografis wilayah. Ditinjau dari perspektif siyāsah tanfīdziyyah, implementasi kebijakan tersebut telah mencerminkan prinsip2 kemaslahatan, amanah, dan tanggung jawab, meskipun masih diperlukan peningkatan efektivitas agar selaras dengan nilai keadilan, amanah, dan ketaatan kepada pemimpin sebagaimana terkandung dalam Q.S. An-Nisā’ ayat 58–59. ABSTRACT Sanitation is a fundamental aspect of achieving public health; however, awareness and sanitation practices in Pesisir Barat Regency remain low, particularly regarding clean and healthy living behaviors. The government enacted Lampung Governor Regulation Number 34 of 2023 as the basis for implementing Community-Based Total Sanitation (STBM). This study aims to analyze the implementation of Article 9 of Lampung Governor Regulation Number 34 of 2023 regarding CommunityBased Total Sanitation by the Pesisir Barat Regency Health Office through the lens of siyāsah tanfīdziyyah (executive policy implementation). This is a field study employing a descriptive qualitative approach. Data were gathered from primary and secondary sources via interviews, observation, and documentation. Seven informants were selected purposively: two Health Office employees and five Peratin (village heads) in Pesisir Barat Regency. Data analysis involved systematic reduction, presentation, and conclusion-drawing to ensure valid results. The implementation of Article 9 of Lampung Governor Regulation Number 34 of 2023 regarding STBM by the Pesisir Barat Regency Health Office has been carried out through guidance, coordination, dissemination, monitoring, and evaluation to encourage the adoption of the five pillars of STBM. However, implementation has not been fully optimal due to constraints such as low public awareness, limited sanitation facilities, budget limitations, economic conditions, and geographical location. Viewed from the perspective of siyāsah tanfīdziyyah, the policy implementation reflects the principles of public interest (maslahah), trustworthiness (amanah), and responsibility, although further improvements in effectiveness are needed to align3 with the values of justice, trustworthiness, and obedience to leadership as enshrined in Surah An-Nisā’ verses 58–59.
