Abstract

ABSTRAK Good Governance merupakan konsep penyelenggaraan pemerintahan yang menekankan prinsip transparansi, akuntabilitas, partisipasi masyarakat, efektivitas dan efisiensi, rule of law, serta responsivitas dalam pelayanan publik. Penerapan prinsip-prinsip tersebut diwujudkan melalui pelayanan publik berbasis elektronik sebagai upaya meningkatkan kualitas pelayanan administrasi kependudukan. Namun, pelaksanaannya di Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung masih menghadapi berbagai kendala yang memengaruhi optimalisasi pelayanan kepada masyarakat. Penelitian ini bertujuan untuk menganalisis implementasi prinsip Good Governance dalam pelayanan publik berbasis elektronik di Dinas Kependudukan dan Pencatatan Sipil Kota Bandar Lampung serta meninjaunya dari perspektif Siyasah Tanfidziyah. Penelitian ini menggunakan metode penelitian lapangan (field research) dengan pendekatan deskriptif kualitatif. Data diperoleh melalui wawancara dan dokumentasi dengan teknik purposive sampling. Hasil penelitian menunjukkan bahwa implementasi prinsip Good Governance dalam pelayanan publik berbasis elektronik belum berjalan secara efektif dan optimal. Kendala yang ditemukan meliputi kurangnya sosialisasi layanan elektronik, rendahnya literasi digital masyarakat, keterbatasan pemahaman masyarakat terhadap penggunaan aplikasi pelayanan, serta masih adanya prosedur pelayanan yang mengharuskan masyarakat datang langsung ke kantor. Selain itu, beberapa masyarakat mengalami kendala teknis dalam mengakses layanan elektronik. Dalam perspektif Siyasah Tanfidziyah, pelaksanaan pelayanan publik tersebut belum sepenuhnya memenuhi prinsip keadilan, kemaslahatan, dan ketertiban masyarakat sebagaimana tujuan penyelenggaraan pemerintahan dalam Islam ABSTRACT Good Governance is a concept of governance that emphasizes the principles of transparency, accountability, public participation, effectiveness and efficiency, the rule of law, and responsiveness in public service delivery. The implementation of these principles is realized through electronic-based public services as an effort to improve the quality of population administration services. However, their implementation at the Department of Population and Civil Registration of Bandar Lampung City continues to face various challenges that affect the optimization of public service delivery. This study aims to analyze the implementation of the principles of Good Governance in electronic-based public services at the Department of Population and Civil Registration of Bandar Lampung City and to examine it from the perspective of Siyasah Tanfidziyah. This research employed a field research method with a descriptive qualitative approach. The data were collected through interviews and documentation using a purposive sampling technique. The results indicate that the implementation of the principles of Good Governance in electronic-based public services has not yet been effective and optimal. The identified obstacles include the lack of socialization regarding electronic services, the low level of digital literacy among the public, the limited public understanding of the use of service applications, and the persistence of service procedures requiring citizens to visit the office in person. In addition, some members of the public experience technical difficulties in accessing electronic services. From the perspective of Siyasah Tanfidziyah, the implementation of these public services has not fully reflected the principles of justice, public welfare maslahah, and public order, which constitute the objectives of governance in Islamic political thought..
