Abstract

ABSTRAK Penelitian ini menganalisis implementasi Pasal 26 ayat (1) Peraturan Daerah Kota Bandar Lampung Nomor 7 Tahun 2024 Tentang Pengembangan Produk Unggulan Daerah, di Kelurahan Jagabaya II Kecamatan Way Halim Kota Bandar Lampung serta menilainya dalam perspektif siyāsah tanfīdẓiyah. Permasalahan utama terletak pada belum optimalnya pembinaan pelaku usaha, meskipun terdapat potensi ekonomi lokal yang cukup berkembang. Penelitian menggunakan pendekatan kualitatif melalui wawancara, observasi, dan dokumentasi, dengan analisis deskriptif-analitis. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan belum efektif akibat keterbatasan anggaran, lemahnya koordinasi, dan belum terintegrasinya program pembinaan. Dampaknya, IKM masih berada pada tahap bertahan dan belum berkembang signifikan. Dalam perspektif siyāsah tanfīdẓiyah, implementasi kebijakan belum sepenuhnya mencerminkan prinsip amanah, keadilan, dan kemaslahatan. Dengan demikian, diperlukan penguatan pembinaan, peningkatan dukungan sumber daya, serta penyelarasan pelaksanaan kebijakan agar pengembangan produk unggulan daerah dapat berjalan lebih optimal. ABSTRACT This study analyzes the implementation of Article 26 paragraph (1) of Bandar Lampung City Regional Regulation Number 7 of 2024 concerning the Development of Superior Regional Products, in Jagabaya II Village, Way Halim District, Bandar Lampung City and assesses it from a siyāsah tanfīdẓiyah perspective. The main problem lies in the suboptimal development of business actors, even though there is quite developed local economic potential. The study uses a qualitative approach through interviews, observations, and documentation, with descriptive-analytical analysis. The results of the study indicate that the implementation policy has not been effective due to budget limitations, weak coordination, and the lack of integration of development programs. As a result, SMEs are still at the survival stage and have not developed significantly. From a siyāsah tanfīdẓiyah perspective, the implementation policy does not fully reflect the principles of trust, justice, and welfare. Thus, it is necessary to strengthen development, increase resource support, and align implementation policies so that the development of superior regional products can run more optimally.
