Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi peran pemerintah daerah Kota Bandar Lampung dalam pelindungan dan pemenuhan hak penyandang disabilitas, khususnya terkait penyediaan aksesibilitas fasilitas public sebagaimana diatur dalam Peraturan Daerah Kota Bandar Lampung Nomor 4 Tahun 2024. Penelitian ini dilatar belakangi oleh masih terbatasnya fasilitas publik yang ramah disabilitas meskipun regulasi telah mewajibkan pemerintah daerah untuk menyediakan aksesibilitas bagi penyandang disabilitas. Penelitian ini Menggunakan metode kualitatif dengan pendekatan studi kasus guna memperoleh pemahaman Yang mendalam mengenai pelaksanaan kebijakan tersebut. Pengumpulan data dilakukan melalui observasi lapangan serta wawancara dengan informan yang terdiri dari pegawai Dinas Sosial Kota Bandar Lampung dan aparatur Kelurahan Pahoman. Hasil penelitian menunjukkan bahwa pemerintah daerah telah melakukan berbagai upaya dalam pemenuhan hak penyandang disabilitas melalui program rehabilitasi sosial, pelatihan keterampilan vokasional, serta pemberian bantuan social melalui kerjasama dengan Kementerian Sosial. Namun demikian, implementasi kebijakan tersebut masih menghadapi beberapa kendala, antara lain keterbatasan fasilitas aksesibilitas, keterbatasan anggaran, serta keragaman kondisi penyandang disabilitas. Penelitian ini memberikan kontribusi praktis berupa rekomendasi peningkatan koordinasi antar instansi serta penguatan penyediaan fasilitas aksesibilitas guna mewujudkan pelayanan public yang lebih inklusif bagi penyandang disabilitas. ABSTRACT This study aims to analyze the implementation of the role of the local government of Bandar Lampung City in protecting and fulfilling the rights of persons with disabilities, particularly in providing accessibility to public facilities as regulated in Regional Regulation of Bandar Lampung City Number 4 of 2024. The research is motivated by the limited availability of disability-friendly public facilities despite regulations requiring local governments to ensure accessibility for persons with disabilities. This study employs a qualitative method with a case study approach to obtain an in-depth understanding of the implementation of the policy. Data were collected through field observations and interviews with informants consisting of officials from the Social Affairs Office of Bandar Lampung City and staff of the Pahoman Village Office. The findings indicate that the local government has undertaken several initiatives, including social rehabilitation programs, vocational skills training, and the provision of social assistance through collaboration with the Ministry of Social Affairs. However, the implementation still faces several challenges such as limited accessibility facilities, budget constraints, and the diverse conditions of persons with disabilities. This study provides practical recommendations emphasizing the importance of strengthening inter-agency coordination and improving accessibility facilities to achieve more inclusive public services.
