Abstract

ABSTRAK Filosofi peningkatan sumber daya manusia (SDM) dalam pendidikan menegaskan bahwa guru dan tenaga kependidikan merupakan pembelajar sepanjang hayat yang perlu difasilitasi melalui budaya kolaboratif. Salah satu bentuk implementasinya adalah komunitas belajar. Keunikan penelitian ini terletak pada evaluasi program peningkatan SDM melalui komunitas belajar di SMP Islam Terpadu Kabupaten Lampung Utara dengan menggunakan model evaluasi CIPP. Permasalahan penelitian berkaitan dengan efektivitas program ditinjau dari konteks kebutuhan, ketersediaan input, pelaksanaan proses, dan hasil yang dicapai. Penelitian ini bertujuan untuk mengevaluasi program peningkatan SDM melalui komunitas belajar berdasarkan komponen Context, Input, Process, dan Product. Metode penelitian yang digunakan adalah evaluatif dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa secara konteks program sesuai dengan kebutuhan peningkatan kompetensi guru, input program relatif memadai, proses pelaksanaan berjalan cukup baik meskipun belum optimal, dan produk program berdampak positif terhadap peningkatan kompetensi profesional serta budaya kolaborasi guru. Namun demikian, diperlukan penguatan pada aspek manajemen waktu dan keberlanjutan program agar hasil yang dicapai lebih maksimal. ABSTRACT The philosophy of human resource development in education emphasizes teachers and educational staff as lifelong learners who should be supported through collaborative cultures. One such approach is the learning community. The uniqueness of this study lies in evaluating a human resource development program through learning communities at Integrated Islamic Junior High Schools in North Lampung Regency using the CIPP evaluation model. The research problem concerns the effectiveness of the program in terms of context, input, process, and product components. This study aims to evaluate the human resource development program based on the Context, Input, Process, and Product (CIPP) model. The research employed an evaluative method with a qualitative approach. Data were collected through interviews, observations, and documentation and analyzed descriptively. The findings indicate that the program context aligns with teachers’ competency development needs, program inputs are relatively adequate, the implementation process is fairly effective though not yet optimal, and the program outcomes positively impact teachers’ professional competence and collaborative culture. Nevertheless, improvements in time management and program sustainability are required to enhance overall effectiveness.
