Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi Pasal 14 Ayat (3) Peraturan Bupati Ogan Komering Ulu Selatan Nomor 23 Tahun 2024 tentang Penyelenggaraan Pelayanan Parkir di Tepi Jalan Umum dalam perspektif fiqh siyasah. Penelitian ini menggunakan metode kualitatif dengan pendekatan field research melalui wawancara dengan Dinas Perhubungan, kepala pasar, juru parkir, dan masyarakat, serta didukung data sekunder yang relevan. Hasil penelitian menunjukkan bahwa implementasi kebijakan telah berjalan cukup baik melalui legalisasi juru parkir, pemberian SK, identitas resmi berbasis barcode, penggunaan atribut, serta sistem setoran sebagai indikator legalitas parkir. Meskipun demikian, masih ditemukan kendala berupa ketidaklengkapan atribut dan lemahnya kedisiplinan sebagian juru parkir. Dalam perspektif fiqh siyasah, kebijakan ini mencerminkan prinsip siyasah tanfidziyyah melalui pelaksanaan aturan, pengawasan (hisbah), serta upaya mewujudkan kemaslahatan, ketertiban, dan keadilan dalam pelayanan publik. Namun, peningkatan pengawasan dan penegakan aturan tetap diperlukan agar implementasi kebijakan berjalan lebih optimal. ABSTRACT This study aims to analyze the implementation of Article 14 Paragraph (3) of the Regulation of the Regent of South Ogan Komering Ulu Number 23 of 2024 concerning the Implementation of Public Roadside Parking Services from the perspective of fiqh siyasah. This research uses a qualitative method with a field research approach through interviews with the Transportation Agency, market head, parking attendants, and the community, supported by relevant secondary data. The results show that the implementation of the parking policy has been carried out quite well through the legalization of parking attendants, the issuance of official appointment letters, barcode-based identification cards, the use of official attributes, and a deposit system as an indicator of parking legality. However, several obstacles remain, including incomplete use of attributes and the lack of discipline among some parking attendants. From the perspective of fiqh siyasah, this policy reflects the principles of siyasah tanfidziyyah through the implementation of regulations, supervision (hisbah), and efforts to achieve public benefit, order, and justice in public services. Nevertheless, improvements in supervision and law enforcement are still needed to ensure more optimal policy implementation.
