Abstract
ABSTRAK Penelitian ini bertujuan untuk menganalisis pelayanan Badan Penyelenggara Jaminan Produk Halal (BPJPH) terhadap pengrajin gula aren di Kecamatan Abung Tinggi, Kabupaten Lampung Utara, ditinjau dari perspektif Siyasah Dusturiyah. Permasalahan utama yang ditemukan adalah dari 47 pelaku usaha gula aren yang aktif beroperasi, hanya 6 (12,7%) yang telah memiliki sertifikat halal, menunjukkan belum optimalnya implementasi kebijakan sertifikasi halal di tingkat lokal. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif melalui teknik wawancara terhadap 4 informan utama dengan kriteria purposive sampling, observasi partisipatif, dan dokumentasi. Data diperoleh dari Pendamping Produk Halal (PPH), pelaku usaha gula aren yang telah bersertifikat, dan pelaku usaha yang belum bersertifikat. Hasil penelitian menunjukkan bahwa implementasi kebijakan sertifikasi halal BPJPH belum berjalan secara optimal. Lemahnya komunikasi kebijakan menyebabkan informasi mengenai sertifikasi halal belum merata hingga tingkat desa. Keterbatasan jumlah PPH yang tidak sebanding dengan luas wilayah dan jumlah pelaku usaha turut menghambat proses pendampingan. Rendahnya disposisi pelaku usaha yang sebagian besar tidak melek digital, serta struktur birokrasi yang mensyaratkan akses teknologi digital, menjadi hambatan struktural bagi pengrajin tradisional. Ditinjau dari perspektif Siyasah Dusturiyah, pelayanan BPJPH belum sepenuhnya mencerminkan prinsip pemerintaha Islam yang berorientasi pada kemaslahatan umat. Prinsip al-'adalah, layanan berbasis digital menciptakan ketidakadilan struktural bagi pengrajin yang tidak melek teknologi. Prinsip al maslahah, mayoritas pengrajin pedesaan justru merupakan kelompok yang paling membutuhkan perlindungan. Prinsip amanah, transparansi informasi dan kemudahan akses layanan publik halal masih perlu ditingkatkan. Dari prinsip mas'uliyah daulah, kewajiban negara dalam menjamin kepastian produk halal belum terwujud secara merata hingga tingkat usaha mikro pedesaan. ABSTRACT This study aims to analyze the services provided by the Halal Product Assurance Agency (BPJPH) to palm sugar (gula aren) artisans in Abung Tinggi Subdistrict, North Lampung Regency, examined from the perspective of Siyasah Dusturiyah. The main problem identified is that of 47 active palm sugar business operators, only 6 (12.7%) have obtained halal certification, indicating that the implementation of halal certification policy at the local level has not been optimal. This study employs a qualitative method with a descriptive approach, using interview techniques with 4 key informants selected through purposive sampling, participatory observation, and documentation. Data were obtained from Halal Product Process Assistants (PPH), certified palm sugar business operators, and uncertified business operators. The findings show that the implementation of BPJPH's halal certification policy has not run optimally. Weak policy communication has resulted in uneven dissemination of information on halal certification down to the village level. Limited resources, particularly the number of PPH assistants relative to the size of the area and the number of business operators to be served, further hinder the assistance process. Low disposition among business operators, most of whom lack digital literacy, along with a bureaucratic structure that requires digital technology access, constitute structural barriers for traditional artisans. Viewed from the perspective of Siyasah Dusturiyah, BPJPH's services have not yet fully reflected the principles of Islamic governance oriented toward the welfare of the community (maslahah ummah). From the principle of al-'adalah (justice), the fully digital-based certification service creates structural injustice for artisans lacking technological literacy. From the principle of al-maslahah (public benefit), the majority of rural artisans are precisely the group most in need of such protection. From the principle of amanah (trust), transparency of information and ease of access to public halal services still need significant improvement. From the principle of mas'uliyah daulah (state responsibility), the state's obligation to guarantee halal product certainty has not been evenly realized down to the level of rural micro-enterprises.
