Abstract

ABSTRAK Layanan pengujian kendaraan bermotor di UPT PKB Kota Bandar Lampung saat ini masih menghadapi tantangan signifikan dalam aspek efisiensi administratif dan akurasi pengelolaan data. Proses pendataan yang dilakukan secara manual sering kali menimbulkan resiko kesalahan manusia (human error), redundansi data, serta ketidak teraturan dalam pelaporan hasil uji. Permasalahan ini menghambat produktivitas pelayanan publik dan menyulitkan manajemen dalam memantau kinerja operasional, sehingga diperlukan sebuah solusi digital yang mampu mengintegrasikan alur kerja menjadi lebih tertib, akuntabel, dan transparan bagi instansi. Penelitian ini menggunakan metodologi Design Thinking untuk memastikan pengembangan sistem berorientasi sepenuhnya pada kebutuhan pengguna (user-centric). Tahapan penelitian dilakukan melalui lima fase iteratif yaitu empathize untuk memahami kendala operasional di lapangan, define untuk merumuskan masalah, ideate untuk merancang solusi inovatif, prototype untuk membangun antarmuka sistem yang responsif, hingga tahap test untuk melakukan validasi. Pengujian sistem dilakukan secara teknis menggunakan metode Black Box Testing untuk memastikan fungsionalitas fitur berjalan dengan benar, serta metode System Usability Scale (SUS) untuk mengukur tingkat kenyamanan dan kepuasan pengguna dalam berinteraksi dengan antarmuka sistem. Hasil penelitian menunjukkan bahwa seluruh fitur pada Sistem Informasi UPT PKB telah memenuhi spesifikasi fungsional dengan tingkat keberhasilan 100% melalui Black Box Testing. Selain itu, pengujian usability memperoleh skor SUS sebesar 70 yang masuk dalam kategori "Good" dan tingkat penerimaan Acceptable, sehingga membuktikan bahwa sistem sangat intuitif dan efisien bagi admin operasional. Sebagai simpulan, implementasi sistem ini berhasil memodernisasi alur administrasi UPT PKB menjadi berbasis digital, yang memberikan implikasi positif terhadap peningkatan akurasi data serta efektivitas pengambilan keputusan berbasis data oleh pihak manajemen. ABSTRACT Motor vehicle testing services at the UPT PKB of Bandar Lampung City currently face significant challenges regarding administrative efficiency and data management accuracy. The manual data recording process often leads to risks of human error, data redundancy, and irregularities in testing result reporting. These issues hinder public service productivity and complicate management's ability to monitor operational performance, thereby necessitating a digital solution capable of integrating workflows into a more orderly, accountable, and transparent system for the institution. This research utilizes the Design Thinking methodology to ensure the system development is entirely user-centric. The research phases were conducted through five iterative stages: empathize to understand operational constraints in the field, define to formulate problems, ideate to design innovative solutions, prototype to build a responsive system interface, and test to conduct validation. System testing was carried out technically using the Black Box Testing method to ensure functional features operate correctly, as well as the System Usability Scale (SUS) method to measure user comfort and satisfaction in interacting with the system interface. The results show that all features of the UPT PKB Information System have met functional specifications with a 100% success rate through Black Box Testing. Furthermore, usability testing achieved an SUS score of 70, which falls into the "Good" category with an "Acceptable" acceptance level, proving that the system is intuitive and efficient for operational administrators. In conclusion, the implementation of this system has successfully modernized the UPT PKB administrative workflow into a digital-based system, which provides positive implications for improved data accuracy and more effective data-driven decision-making by management.
