Abstract

ABSTRAK Penelitian ini bertujuan untuk mengevaluasi implementasi Pasal 78 Ayat (1) Undang-Undang Nomor 3 Tahun 2024 tentang Desa terkait penanganan jalan rusak di Desa Taman Jaya, Lampung Utara serta menganalisisnya melalui perspektif siyasah tanfidziyah. Metode penelitian yang digunakan adalah penelitian lapangan (field research) kualitatif dengan teknik pengumpulan data melalui observasi, dokumentasi, dan wawancara mendalam terhadap informan kunci seperti Kepala Desa dan perangkat desa terkait. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan terhambat oleh keterbatasan alokasi anggaran yang kaku, rendahnya partisipasi masyarakat dalam Musyawarah Desa, serta minimnya kapasitas SDM teknis yang dalam pandangan siyasah tanfidziyah merupakan bentuk kemudaratan administratif yang menghambat kemaslahatan publik. Implikasi dari penelitian ini adalah perlunya langkah strategis berupa advokasi peningkatan status jalan desa menjadi jalan kabupaten, penguatan inklusivitas musyawarah, serta inovasi pendanaan melalui pemberdayaan BUM Desa untuk menjamin keberlanjutan infrastruktur dan pemenuhan amanah kepemimpinan ABSTRACT This study aims to evaluate the implementation of Article 78 Paragraph (1) of Law No. 3 of 2024 on villages related to the handling of damaged roads in Taman Jaya village, north Lampung and analyze it through the perspective of siyasah tanfidziyah. The research method used is qualitative field research with data collection techniques through observation, documentation, and in-depth interviews with key informants such as village heads and related village officials. The results showed that the implementation of the policy is hampered by the limitations of rigid budget allocation, low community participation in village deliberations, as well as the lack of capacity of technical human resources, which in the view of siyasah tanfidziyah is a form of administrative harm that hampers public benefit. The implication of this study is the need for strategic steps in the form of advocacy for improving the status of village roads into district roads, strengthening the inclusiveness of deliberation, and funding innovation through the empowerment of Village BUM to ensure the sustainability of infrastructure and fulfillment of leadership mandate.
