Abstract

ABSTRAK Jumlah pemilih yang menggunakan hak pilihnya hanya sebanyak 146.953 suara yang menunjukan masih adanya kesenjangan antara jumlah pemilih terdaftar dan realisasi rekapitulasi masyarakat dalam pemilu Tujuan penelitian ini adalah untuk mengetahui dan memahami pelaksanaan tugas dan fungsi Komisi Pemilihan Umum (KPU) dalam meningkatkan partisipasi politik masyarakat di Kota Bandar Lampung. Jenis penelitian ini adalah penelitian lapangan (field research) yang bersifat deskriptif. Data primer diperoleh melalui wawancara mendalam bersama informan dari pihak Bawaslu Kota Bandar Lampung dan unsur masyarakat, antara lain Arie Oktara, Badarudin Amir, serta Mely Efriyanti Dewi Maryana dan Data Sekunder dalam penelitian ini diperoleh dari demografis, buku-buku, artikel, jurnal ilmiah, yang berkaitan dengan penelitian ini. Hasil penelitian menunjukkan bahwa KPU Kota Bandar Lampung telah melaksanakan tugasnya secara terstruktur melalui koordinasi antarunit yang solid, serta mengedepankan prinsip transparansi dan akuntabilitas pada setiap tahapan pemilu. Meskipun demikian, fungsi sosialisasi dan pendidikan pemilih masih menghadapi tantangan berupa faktor internal pemilih (minimnya kesadaran politik, turunnya kepercayaan terhadap kandidat/partai, dan sikap apatis) serta kendala situasional (faktor kesehatan, mobilitas luar daerah, dan aktivitas pekerjaan di laut). Kesimpulan penelitian ini menegaskan bahwa efektivitas pelaksanaan edukasi politik yang difasilitasi oleh KPU bersama Relawan Demokrasi terbukti menjadi faktor pendorong signifikan dalam memperbaiki indikator kesadaran dan mendongkrak partisipasi politik masyarakat. Kata kunci: Pelaksanaan,Tugas Dan Fungsi KPU,Partisipasi Politik,Bandar Lampung ABSTRACT This research is motivated by a significant downward trend in political participation in Bandar Lampung City, which plunged from 88.60% in the 2019 General Election to 69.13% in the 2020 Regional Election, and further declined to 52.10% in the 2024 Simultaneous Regional Election. This decline indicates a gap between the number of registered voters and the actual realization of public participation. This study aims to determine and understand the implementation of the duties and functions of the General Elections Commission (KPU) in increasing public political participation in Bandar Lampung City. This type of research is descriptive field research. Primary data were obtained through in-depth interviews with informants from the Bandar Lampung City Election Supervisory Agency (Bawaslu) and community members, including Arie Oktara, Badarudin Amir, and Mely Efriyanti Dewi Maryana and Secondary data in this research were obtained from demographic data, books, articles, and scientific journals related to this study.The results show that the KPU of Bandar Lampung City has carried out its duties structurally through solid inter-unit coordination, while prioritizing the principles of transparency and accountability at every stage of the election. Nonetheless, the voter socialization and education functions still face challenges due to voters' internal factors (lack of political awareness, declining trust in candidates/parties, and apathy) as well as situational constraints (health factors, mobility outside the region, and work activities at sea). The conclusion of this study confirms that the effective implementation of political education facilitated by the KPU together with Democracy Volunteers (Relawan Demokrasi) is proven to be a significant driving factor in improving awareness indicators and boosting public political participation.
