Abstract

ABSTRAK Penelitian ini menganalisis upaya pelestarian arsip statis di Dinas Perpustakaan dan Kearsipan Provinsi Lampung dengan menggunakan acuan standar pedoman Peraturan Kepala Arsip Nasional Republik Indonesia Nomor 23 Tahun 2011 tentang Pedoman Pengelolaan Arsip Statis, mencakup dua aspek utama yaitu preservasi preventif dan preservasi kuratif. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan dalam penelitian ini berjumlah dua orang arsiparis yang mengelola sekaligus mengawasi arsip statis di lembaga tersebut. Hasil penelitian menunjukkan bahwa preservasi preventif telah dilaksanakan melalui pemantauan suhu dan kelembaban mingguan, penggunaan rak besi sliding rack anti karat, penerapan prosedur penanganan arsip sesuai SOP, pelaksanaan fumigasi tahunan oleh pihak ketiga bersertifikat, kontrol akses berlapis, serta kerja sama digitalisasi dan alih format bersama ANRI. Pada preservasi kuratif, prioritas perbaikan ditetapkan berdasarkan tingkat keparahan kerusakan dan setiap proses didokumentasikan secara tertulis. Namun, masih terdapat kendala berupa penggunaan boks penyimpanan yang belum bebas lignin, ketiadaan ruang restorasi mandiri, pengendalian hama kuratif yang masih bertumpu pada satu metode kimia, serta keterbatasan SDM dan anggaran yang menghambat pelaksanaan program preservasi. Diperlukan peningkatan kompetensi SDM secara reguler, penggantian bahan preservasi sesuai standar bebas lignin, pembangunan ruang restorasi mandiri, dan penguatan alokasi anggaran agar arsip statis Provinsi Lampung dapat terjaga sebagai memori kolektif bangsa. ABSTRACT This study analyzes efforts to preserve static archives at the Lampung Provincial Library and Archives Service using the standard reference of the guidelines of the Regulation of the Head of the National Archives of the Republic of Indonesia Number 23 of 2011 concerning Guidelines for Static Archive Management, covering two main aspects, namely preventive preservation and curative preservation. This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The informants in this study are two archivists who manage and supervise static archives at the institution. The results of the study show that preventive preservation has been carried out through weekly temperature and humidity monitoring, the use of anti-rust sliding racks, the implementation of archive handling procedures according to SOPs, the implementation of annual fumigation by certified third parties, layered access control, and digitalization and format cooperation with ANRI. In curative preservation, repair priorities are set based on the severity of the damage and each process is documented in writing. However, there are still obstacles in the form of the use of storage boxes that are not lignin-free, the absence of independent restoration rooms, curative pest control that still relies on one chemical method, and limited human resources and budgets that hinder the implementation of preservation programs. It is necessary to improve the competence of human resources on a regular basis, replace preservation materials according to lignin-free standards, build independent restoration rooms, and strengthen budget allocation so that the static archives of Lampung Province can be maintained as the collective memory of the nation.
