Abstract

ABSTRAK Permasalahan dalam penelitian ini yaitu mengenai bagaimana implementasi Pasal 5 Ayat (2) Undang-Undang Nomor 11 Tahun 2009 tentang Kesejahteraan Sosial di masyarakat Sukabumi Indah, Kelurahan Sukabumi Indah, Kota Bandar Lampung serta bagaimana tinjauan siyasah tanfidziyah terhadap implementasi Pasal 5 Ayat (2) Undang-Undang Nomor 11 Tahun 2009 tentang Kesejahteraan Sosial di masyarakat Sukabumi Indah, Kelurahan Sukabumi Indah, Kota Bandar Lampung. Perumusan masalah ini disusun sebagai landasan konseptual sekaligus arah analisis penelitian guna memastikan pembahasan terfokus pada dimensi pelaksanaan kebijakan dan tingkat kesesuaiannya dengan prinsip-prinsip pemerintahan dalam perspektif hukum Islam. Jenis penelitian ini lapangan (field research) bersifat deskriptif. Sumber data yang digunakan sumber data primer dan sumber data sekunder. Pengumpulan data dilakukan dengan dokumentasi dan wawancara. Setelah semua data terkumpul, maka data tersebut diolah dan dianalisis secara deskriptif kualitatif dan selanjutnya ditarik kesimpulan secara deduktif. Hasil penelitian menunjukkan bahwa Implementasi Pasal 5 Ayat (2) Undang-Undang Nomor 11 Tahun 2009 tentang Kesejahteraan Sosial di masyarakat Sukabumi Indah, Kelurahan Sukabumi Indah, Kota Bandar Lampung, telah berjalan namun belum optimal. Program bantuan sosial dari pemerintah memang telah dirasakan manfaatnya oleh sebagian masyarakat, terutama kelompok rentan, tetapi dalam pelaksanaannya masih ditemukan kendala seperti ketidaktepatan sasaran, kurangnya pendataan yang akurat, serta keterbatasan pengawasan. Kondisi ini menunjukkan bahwa secara normatif ketentuan undang-undang telah diupayakan pelaksanaannya, tetapi secara empiris masih memerlukan perbaikan sistem agar distribusi bantuan benar-benar merata dan adil. Sedangkan, dalam tinjauan siyasah tanfidziyah terhadap implementasi Pasal 5 Ayat (2) UndangUndang Nomor 11 Tahun 2009 tentang Kesejahteraan Sosial di masyarakat Sukabumi Indah, Kelurahan Sukabumi Indah, Kota Bandar Lampung pelaksanaan kebijakan kesejahteraan sosial tersebut belum sepenuhnya mencerminkan prinsip pemerintahan Islam yang menekankan keadilan, amanah, transparansi, dan kemaslahatan umat. ABSTRACT The research problem concerns the implementation of Article 5 Paragraph (2) of Law Number 11 of 2009 concerning Social Welfare in the Sukabumi Indah community, Sukabumi Village, Bandar Lampung City, and the review of siyasa tanfidziyah (social welfare) regarding the implementation of Article 5 Paragraph (2) of Law Number 11 of 2009 concerning Social Welfare in the Sukabumi Indah community, Sukabumi Village, Bandar Lampung City. This research problem formulation serves as a conceptual foundation and direction for the research analysis to ensure the discussion focuses on the dimensions of policy implementation and its level of conformity with governance principles from an Islamic legal perspective. This field research is descriptive in nature. The data sources used are primary and secondary. Data collection was conducted through documentation and interviews. After all data was collected, it was processed and analyzed descriptively and qualitatively, and conclusions were drawn deductively. The results of the study indicate that the implementation of Article 5 Paragraph (2) of Law Number 11 of 2009 concerning Social Welfare in the Sukabumi Indah community, Sukabumi Village, Bandar Lampung City, has been running but has not been optimal. The benefits of the government's social assistance program have been felt by some people, especially vulnerable groups, but in its implementation there are still obstacles such as inaccurate targeting, lack of accurate data collection, and limited supervision. This condition shows that normatively the provisions of the law have been attempted to be implemented, but empirically still requires system improvements so that the distribution of assistance is truly even and fair. Meanwhile, in the review of siyasa tanfidziyah on the implementation of Article 5 Paragraph (2) of Law Number 11 of 2009 concerning Social Welfare in the Sukabumi Indah community, Sukabumi Village, Bandar Lampung City, the implementation of the social welfare policy has not fully reflected the principles of Islamic governance which emphasize justice, trustworthiness, transparency, and the welfare of the people.
