Abstract

ABSTRAK Gangguan ketentraman masyarakat akibat hiburan organ tunggal di Desa Mukti Karya Kecamatan Panca Jaya Kabupaten Mesuji menjadi latar belakang penelitian ini. Permasalahan seperti kebisingan, keributan, konsumsi minuman keras, dan pelanggaran norma sosial menunjukkan belum optimalnya pelaksanaan Pasal 43 Peraturan Daerah Kabupaten Mesuji Nomor 4 Tahun 2020 tentang Ketentraman Masyarakat dan Ketertiban Umum. Penelitian ini bertujuan menganalisis implementasi peraturan tersebut serta tinjauannya dalam perspektif Siyasah Tanfidziyah. Metode yang digunakan adalah penelitian lapangan dengan pendekatan deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi peraturan telah dilakukan melalui sistem perizinan, pengawasan, dan himbauan pemerintah desa serta aparat keamanan, namun belum berjalan optimal karena masih ditemukan pelanggaran yang mengganggu ketertiban umum. Novelty penelitian ini terletak pada penggunaan perspektif Siyasah Tanfidziyah dalam menganalisis implementasi peraturan daerah terkait hiburan masyarakat sebagai upaya mewujudkan kemaslahatan dan ketertiban umum. ABSTRACT Disturbances to public peace and order caused by single organ entertainment activities in Mukti Karya Village, Panca Jaya District, Mesuji Regency, became the background of this study. Problems such as noise, fights, alcohol consumption, and violations of social norms indicate that the implementation of Article 43 of Mesuji Regency Regional Regulation Number 4 of 2020 concerning Public Peace and Order has not been optimal. This study aims to analyze the implementation of the regulation and review it from the perspective of Siyasah Tanfidziyah. The research used field research with a descriptive qualitative approach through observation, interviews, and documentation. The results showed that the implementation of the regulation had been carried out through licensing systems, supervision, and appeals by the village government and security officers, but it had not run optimally because violations disturbing public order were still found. The novelty of this study lies in the use of the Siyasah Tanfidziyah perspective in analyzing the implementation of regional regulations related to community entertainment as an effort to realize public welfare and order.
