Abstract

ABSTRAK Kelurahan merupakan ujung tombak dalam penyelenggaraan pemerintahan Republik Indonesia yang langsung berhadapan dengan masyarakat dalam memberikan pelayanan kepada masyarakat, menjaga ketentraman serta ketertiban umum dan lain-lain yang telah di tuangkan dalam Peraturan Pemerintah maupun Peraturan Daerah. Namun dari beberapa sudut pandang masyarakat sistem pelayanan umum yang di lakukan di kelurahan terkesan lama dan sering terjadi keributan atau hal-hal yang mengganggu ketentraman dan ketertiban umum di masyarakat di Kelurahan Kemiling Permai. Rumusan Masalah dari penelitian ini yaitu bagaimana implementasi Pasal 3 Peraturan Walikota Bandar Lampung Nomor 67 tahun 2016 Tentang Tugas, Fungsi Dan Tata Kerja Kelurahan Kota Bandar Lampung? dan bagaimana tinjauan fiqh siyasah terhadap implementasi Pasal 3 Peraturan Walikota Bandar Lampung Nomor 67 Tahun 2016. Penelitian ini bertujuan untuk mengetahui implementasi Peraturan Walikota Bandar Lampung Nomor 67 tahun 2016 Tentang Tugas, Fungsi Dan Tata Kerja Kelurahan dan tinjauan siyasah Tanfidziyah terhadap implementasi Peraturan Walikota Bandar Lampung tersebut. Jenis penelitian yang digunakan adalah penelitian lapangan (field research) dengan sifat penelitian deskriptif kualitatif yang bersifat analisis. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi, Adapun data primer diperoleh dari Lurah, Sekertaris kelurahan beserta pegawai-pegawai kelurahan. Kemudian data yang sudah didapatkan dianalisis secara kualitatif. Hasil Penelitian ini menyimpulkan bahwa implementasi Peraturan Walikota Bandar Lampung Nomor 67 Tahun 2016 Tentang Tugas, Fungsi dan Tata Kerja Kelurahan di Kelurahan Kemiling Permai telah dilaksanakan dan diterapkan sesuai dengan peraturan tersebut mulai dari pelayanan umum terhadap masyarakat, upaya dalam menjaga ketentraman dan ketertiban umum di lingkup kelurahan Kemiling Permai dll, tetapi diharapkan untuk tetap terus meningkatkan serta memaksimalkan kinerja dengan konsisten dalam upaya menerapkan Peraturan Walikota yang telah di tetapkan agar tetap terus berjalan sebagaimana mestinya. Kemudian berdasarkan tinjauan Siyasah Tanfidziyah Kelurahan Kemiling Permai sudah sesuai sebagaimana dengan ketentuan hukum islam. ABSTRACT Subdistricts are the spearhead in the administration of the government of the Republic of Indonesia which directly deals with the community in providing services to the community, maintaining peace and public order and other things that have been stated in Government Regulations and Regional Regulations. However, from several community points of view, the public service system implemented in the sub-district seems to take a long time and there are often commotions or things that disturb the peace and public order in the community in Kemiling Permai Sub-District. The problem formulation of this research is how to implement Bandar Lampung Mayor Regulation Number 67 of 2016 concerning Duties, Functions and Work Procedures of Bandar Lampung City Subdistricts? and what is the review of siyasah fiqh on the implementation of Bandar Lampung Mayor Regulation Number 67 of 2016. This research aims to determine the implementation of Bandar Lampung Mayor Regulation Number 67 of 2016 concerning the Duties, Functions and Work Procedures of Subdistricts and a review of siyasah fiqh on the implementation of the Bandar Lampung Mayor Regulation. The type of research used is field research with the nature of qualitative descriptive research that is analytical in nature. The data collection techniques used were interviews, observation and documentation. Primary data was obtained from the village head, sub-district secretary and sub- district employees.Then the data that has been obtained is analyzed qualitatively. The results of this research conclude that the implementation of the Mayor of Bandar Lampung Regulation Number 67 of 2016 concerning the Duties, Functions and Work Procedures of Subdistricts in Kemiling Permai Subdistrict has been carried out and applied in accordance with these regulations starting from public services to the community, efforts to maintain peace and public order within the subdistrict scope. No, etc., but it is hoped that we will continue to improve and maximize performance consistently in an effort to implement the Mayor's Regulations that have been established so that they continue to run as they should. Then, based on a review of the Fiqh Siyasah, Kemiling Permai Subdistrict is in accordance with the provisions of Islamic law.
