Abstract
ABSTRAK Program Makan Bergizi Gratis (MBG) merupakan program strategis untuk meningkatkan kualitas gizi peserta didik, namun proses evaluasi di lapangan seringkali menghadapi kendala dalam hal pelaporan dan transparansi data. Penelitian ini bertujuan untuk merancang dan membangun Sistem Informasi Evaluasi Program MBG berbasis Web guna mempermudah proses monitoring harian secara berjenjang. Sistem ini dikembangkan menggunakan model evaluasi CIPP yang difokuskan pada pemantauan aspek proses dan produk layanan di tiga sekolah sampel, yaitu SMKN 07, SMPN 21 dan TK Kemala di wilayah Sukarame, Bandar Lampung. Metode pengembangan sistem yang digunakan adalah Prototyping dengan menggunakan Bahasa pemrograman PHP dan framework Laravel. Teknik pengumpulan data dilakukan melalui observasi, wawancara serta studi dokumentasi. Sistem ini dirancang dengan fitur otomatisasi kalkulasi rata-rata menggunakan skala Likert dan menyediakan dashboard multi level untuk admin sekolah dan admin pusat agar mampu mendeteksi anomali atau kendala operasional secara real time. Hasil penelitian menunjukkan bahwa sistem yang dibangun mampu mengolah data laporan harian menjadi informasi evaluasi yang akurat dan transparan. Berdasarkan pengujian User Acceptance Test (UAT) yang melibatkan berbagai entitas pengguna dan dosen ahli, diperoleh skor persentase sebesar 96.97% dengan kategori “Sangat Layak”. Dengan demikian, implementasi sistem evaluasi berbasis web dengan model CIPP ini secara efektif dapat membantu pihak penyelenggara dalam melakukan pengawasan, menindaklanjuti kendala lapangan dengan cepat, dan menjaga konsistensi kualitas program Makan Bergizi Gratis (MBG). ABSTRACT The Free Nutritious Meals Program (MBG) is a strategic initiative aimed at improving students’ nutritional quality; however, the evaluation process in the field often faces challenges related to reporting and data transparency. This study aims to design and develop a web-based MBG Program Evaluation Information System to facilitate tiered daily monitoring. This system was developed using the CIPP evaluation model, with a focus on monitoring the process and service outcome aspects at three sample schools: SMKN 07, SMPN 21, and TK Kemala in the Sukarame area of Bandar Lampung. The system development method used is prototyping, employing the PHP programming language and the Laravel framework. Data collection techniques include observation, interviews, and document analysis. The system is designed with features for automated calculation of averages using a Likert scale and provides a multi-level dashboard for school administrators and central administrators to detect anomalies or operational issues in real time. The research results show that the developed system is capable of processing daily report data into accurate and transparent evaluation information. Based on the User Acceptance Test (UAT) involving various user groups and expert lecturers, a score of 96.97% was obtained, falling into the “Highly Acceptable” category. Thus, the implementation of this web-based evaluation system using the CIPP model can effectively assist organizers in conducting oversight, quickly addressing on-site challenges, and maintaining the consistency of the Free Nutritious Meals (MBG) program’s quality.
