Abstract
ABSTRAK Penelitian ini mengkaji pelaksanaan kebijakan affirmative action mengenai 30% keterwakilan perempuan dalam keanggotaan Komisi Pemilihan Umum (KPU) Provinsi Lampung untuk periode 2024–2029 dari sudut pandang siyāsah tanfīżiyyah. Kebijakan afirmatif merupakan instrumen hukum untuk mewujudkan keadilan representatif dan kesetaraan gender dalam lembaga politik. Namun, secara empiris, komposisi keanggotaan KPU Provinsi Lampung periode 2024–2029 tidak memiliki keterwakilan perempuan, sehingga memperlihatkan adanya perbedaan antara aturan hukum dan pelaksanaan kebijakan. Studi ini menerapkan pendekatan kualitatif dengan tipe penelitian di lapangan yang bersifat deskriptif dan analitis. data diperoleh melalui wawancara, dokumentasi, serta studi kepustakaan yang dianalisis secara induktif. Hasil penelitian menunjukkan bahwa implementasi kebijakan affirmative action belum berjalan optimal. Meskipun perempuan telah berpartisipasi hingga tahap akhir seleksi, tidak terdapat perempuan yang terpilih dalam komposisi akhir. Faktor penghambat implementasi meliputi terbatasnya akses dan dukungan jejaring kelembagaan bagi perempuan, lemahnya regulasi yang tidak bersifat imperatif, serta mekanisme seleksi yang belum responsif gender. Dalam perspektif siyāsah tanfīżiyyah, kondisi ini menunjukkan belum terpenuhinya prinsip keadilan (al-„adl), amanah, dan kemaslahatan umum (maslahah „ammah). Oleh karena itu, diperlukan penguatan regulasi yang bersifat wajib, reformasi sistem seleksi yang berkeadilan gender, serta peningkatan dukungan jejaring kelembagaan bagi perempuan agar kebijakan afirmatif dapat diwujudkan secara substantif dan berkelanjutan. ABSTRACT This study examines the implementation of the affirmative action policy regarding 30% female representation in the membership of the General Election Commission (KPU) of Lampung Province for the 2024–2029 period from the perspective of siyāsah tanfīżiyyah. Affirmative action is a legal instrument to realize representative justice and gender equality in political institutions. However, empirically, the composition of the KPU membership of Lampung Province for the 2024–2029 period does not have female representation, thus indicating a discrepancy between legal regulations and policy implementation. This study applies a qualitative approach with descriptive and analytical field research types. Data were obtained through interviews, documentation, and literature studies that were analyzed inductively. The results of the study indicate that the implementation of the affirmative action policy has not been optimal. Although women have participated until the final stage of the selection, no women were selected in the final composition. Factors inhibiting implementation include limited access and support from institutional networks for women, weak regulations that are not imperative, and selection mechanisms that are not gender-responsive. From a social justice perspective, this situation demonstrates the unfulfilled principles of justice (al-'adl), trustworthiness, and public welfare (maslahah 'ammah). Therefore, strengthening mandatory regulations, reforming the selection system to ensure gender equity, and increasing institutional support for women are necessary to ensure substantive and sustainable implementation of affirmative action policies.
