Abstract

ABSTRAK Politik uang (money politic) adalah upaya untuk mempengaruhi orang lain (masyarakat) dengan menggunakan imbalan materi. Ini juga dapat diartikan sebagai jual-beli suara untuk kekuasaan dan proses politik, serta tindakan untuk membagi-bagikan uang antara individu atau partai untuk mempengaruhi suara pemilih. Pada pemilihan umum tahun 2024 di Kota Metro, terdapat salah seorang tim sukses yang diduga menjanjikan atau memberikan uang atau materi lainnya sebagai imbalan di Kelurahan Mulyojati Kecamatan Metro Barat, praktik tersebut dilaksanakan pada tanggal 25 November 2024. Penelitian ini bertujuan untuk menganalisis upaya Bawaslu Kota Metro dalam mengimplementasikan Pasal 187A Undang-Undang Nomor 10 Tahun 2016 dalam mengatasi money politic, serta menganalisis implementasi pasal tersebut terhadap praktik money politic dalam perspektif Fiqh Siyasah di Kota Metro. Metode penelitian yang digunakan adalah penelitian lapangan (field research) dengan pendekatan deskriptif analisis. Penelitian dilakukan di Badan Pengawas Pemilihan Umum (Bawaslu) Kota Metro dan masyarakat di Kelurahan Mulyojati, Kecamatan Metro Barat, Kota Metro. Data primer diperoleh melalui wawancara dan dokumentasi dengan staf Bawaslu serta masyarakat, sementara data sekunder berasal dari jurnal hukum dan laporan terkait. Pemilihan informan menggunakan teknik purposive sampling. Analisis data dilakukan secara kualitatif untuk mendapatkan kesimpulan induktif. Hasil dari penelitian ini menunjukkan bahwa Bawaslu Kota Metro telah mengimplementasikan Pasal 187A Undang-Undang Nomor 10 Tahun 2016 dalam upaya mengatasi praktik money politic pada pemilihan kepala daerah. Implementasi ini mencakup tahapan pencegahan, pengawasan, penindakan, dan sosialisasi. Upaya pencegahan dilakukan melalui imbauan, patroli pengawasan, serta koordinasi dengan pihak terkait. Pengawasan dilakukan secara aktif di lapangan untuk mendeteksi potensi pelanggaran. Penelitian ini juga menganalisis bahwa upaya Bawaslu tersebut sejalan dengan Pasal 187A UU No. 10 Tahun 2016 serta prinsip fiqh siyasah karena secara fundamental merusak asas keadilan dan kejujuran dalam memilih pemimpin yang berintegritas serta berorientasi pada kemaslahatan umat. Oleh karena itu, dalam konteks pemilihan kepala daerah di Kota Metro, penanganan dan pencegahan money politic harus secara mutlak didasarkan pada fiqh siyasah tanfidziyah dimensi politik Islam yang berfokus pada implementasi dan penegakan hukum yang menuntut seluruh proses pemilihan harus menjunjung tinggi prinsip keadilan, kejujuran, integritas, dan mengutamakan pencapaian kemaslahatan umat sebagai tujuan tertinggi. ABSTRACT Money politics is an effort to influence others (the public) by using material rewards. It can also be interpreted as the buying and selling of votes for power and the political process, as well as the act of distributing money among individuals or parties to influence voters' voices. In the 2024 general election in Metro City, there was an alleged case where a campaign team member promised or gave money or other material as a reward in Mulyojati Village, West Metro District; this practice took place on November 25, 2024. This research aims to analyze the efforts of the Bawaslu (Election Supervisory Agency) of Metro City in implementing Article 187A of Law Number 10 of 2016 in overcoming money politics, and to analyze the implementation of this article against the practice of money politics from the perspective of Fiqh Siyasah in Metro City. The research method used is field research with a descriptive-analytical approach. The research was conducted at the Election Supervisory Agency (Bawaslu) of Metro City and with the community in Mulyojati Village, West Metro District, Metro City. Primary data were obtained through interviews and documentation with Bawaslu staff and the community, while secondary data came from legal journals and related reports. Informant selection employed the purposive sampling technique. Data analysis was carried out qualitatively to obtain an inductive conclusion. The results of this study show that the Metro City Bawaslu (Elections Supervisory Agency) has implemented Article 187A of Law Number 10 of 2016 in an effort to combat the practice of money politics in regional head elections. This implementation includes the stages of prevention, supervision, enforcement, and socialization. Prevention efforts are carried out through appeals, supervisory patrols, and coordination with relevant parties. Supervision is carried out actively in the field to detect potential violations. This study also analyzes that Bawaslu's efforts are in line with Article 187A of Law No. 10 of 2016 as well as the principles of fiqh siyasah because [money politics] fundamentally damages the principles of justice and honesty in choosing leaders with integrity and who are oriented towards the welfare (maslahat) of the people. Therefore, in the context of the regional head election in Metro City, the handling and prevention of money politics must be absolutely based on fiqh siyasah tanfidziyah, a dimension of Islamic politics that focuses on the implementation and enforcement of law which demands that the entire election process must uphold the principles of justice, honesty, integrity, and prioritize the achievement of the welfare (maslahat) of the people as the highest goal.
