Abstract

ABSTRAK Partisipasi masyarakat merupakan suatu proses dimana kepentingan, kebutuhan, dan nilai-nilai masyarakat dimasukkan ke dalam pengambilan keputusan pemerintah. Merupakan komunikasi dan dialog dua arah, yang tujuan utamanya adalah pengambilan keputusan lebih baik. Untuk mengetahui partisipasi masyarakat dalam pembentukan peraturan desa penelitian ini menjadi penting karena berupaya untuk menjawab dua persoalan utama: Pertama, bagaimana partisipasi masyarakat dalam pembentukan peraturan desa di Kampung Bumi Aji Lampung Tengah berdasarkan Pasal 6 Peraturan Menteri dalam Negeri Nomor 111 Tahun 2014; dan kedua, bagaimana tinjauan Siyāsah Tanfiżiyyah terhadap peran partisipasi masyarakat dalam pembentukan peraturan desa di Kampung Bumi Aji. Peran masyarakat di Kampung Bumi Aji Lampung Tengah, mengkaji dengan pendekataan perspektif Siyāsah Tanfiżiyyah bersamaan dengan Metode yang digunakan ialah penelitian lapangan (field research) dengan pendekatan deskriptif kualitatif beserta sifat penelitian yaitu bersifat deskriptif analisis. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan dengan kerangka analisis Siyāsah Tanfiżiyyah. Hasil penelitian menunjukkan bahwa secara normatif mekanisme partisipasi masyarakat telah sesuai dengan Pasal 6 Peraturan Menteri dalam Negeri Nomor 111 Tahun 2014, namun secara empiris masih terdapat keterbatasan pada tingkat keterlibatan masyarakat yang dominan bersifat perwakilan. Dari perspektif Siyāsah Tanfiżiyyah, praktik partisipasi tersebut telah mencerminkan prinsip maslahah dan shūrā, meskipun masih perlu penguatan agar partisipasi masyarakat bersifat lebih substantif dan inklusif. ABSTRACT Community participation is a process through which the interests, needs, and values of society are incorporated into governmental decision-making. It involves two-way communication and dialogue, with the primary objective of achieving better decision-making. This study is significant as it seeks to examine community participation in the formulation of village regulations by addressing two main issues. First, how community participation in the formulation of village regulations in Bumi Aji Village, Central Lampung, is implemented based on Article 6 of the Minister of Home Affairs Regulation Number 111 of 2014; and second, how the role of community participation in the formulation of village regulations in Bumi Aji Village is viewed from the perspective of Siyāsah Tanfiżiyyah. This study examines the role of the community in Bumi Aji Village, Central Lampung, using the Siyāsah Tanfiżiyyah perspective. The research employs a field research method with a descriptive qualitative approach and a descriptive-analytical research design. Data analysis was conducted through data reduction, data presentation, and conclusion drawing using the Siyāsah Tanfiżiyyah analytical framework. The results indicate that, normatively, the mechanism of community participation has complied with Article 6 of the Minister of Home Affairs Regulation Number 111 of 2014; however, empirically, there are still limitations in the level of community involvement, which predominantly takes a representative form. From the Siyāsah Tanfiżiyyah perspective, these participatory practices reflect the principles of maslahah and shūrā, although further strengthening is required to ensure that community participation becomes more substantive and inclusive.
