Abstract

ABSTRAK Program Makan Bergizi Gratis (MBG) yang diatur melalui Surat Keputusan Kepala Badan Gizi Nasional Republik Indonesia Nomor 401.1 Tahun 2025 merupakan kebijakan strategis pemerintah guna mengentaskan masalah malnutrisi dan meningkatkan kognisi anak usia sekolah. Penelitian ini bertujuan untuk menganalisis dan mengevaluasi efektivitas implementasi tata kelola kebijakan tersebut di Madrasah Ibtidaiyah Negeri (MIN) 10 Bandar Lampung melalui perspektif Fiqh Siyasah Tanfidziyah. Kajian mengenai MBG selama ini lebih didominasi oleh analisis makro-kebijakan, menyisakan kekosongan literatur pada evaluasi teknis operasional, seperti kendala kualitas dan pemborosan makanan tingkat sekolah. Ketiadaan studi yang mengkaji SK Kepala Badan Gizi Nasional RI No. 401.1 Tahun 2025 dengan pendekatan tata negara Islam juga menjadi sorotan. Karenanya, riset ini hadir untuk mengisi ruang tersebut dengan menguji efektivitas implementasi program di MIN 10 Bandar Lampung berdasarkan kerangka Fiqh Siyasah Tanfidziyah. Penelitian ini menggunakan jenis penelitian yuridis empiris dengan pendekatan yuridis sosiologis dan pendekatan kasus (case approach). Pengumpulan data primer dan sekunder dilakukan secara komprehensif melalui teknik observasi lapangan, wawancara mendalam (in-depth interview), serta studi dokumentasi. Seluruh data yang terkumpul kemudian dianalisis secara kualitatif deskriptif, dan divalidasi keabsahannya menggunakan teknik triangulasi guna memastikan kredibilitas temuan penelitian. Hasil penelitian menunjukkan bahwa tata kelola MBG di MIN 10 Bandar Lampung berjalan secara tertib melalui sistem distribusi dua sesi. Ditinjau dari kerangka Fiqh Siyasah Tanfidziyah, implementasi ini telah merepresentasikan tiga pilar utama, yakni Mabda' al-Amãnah (tata kelola distribusi yang tepat sasaran), Mabda' al-'Adalah (pemerataan hak gizi dan perlindungan bagi siswa beralergi), serta Maslahah ‘Ammah (terciptanya efisiensi finansial dan pemenuhan nutrisi praktis). Meskipun secara substansial telah selaras dengan tata kelola ketatanegaraan Islam, evaluasi sisa makanan mengungkap adanya kendala minor terkait kurang presisinya standar proporsi lauk dan buah dari pihak penyedia. Sebagai rekomendasi, Satuan Pelayanan Pemenuhan Gizi (SPPG) dituntut memperketat kendali mutu komposisi harian, sementara pihak madrasah didorong untuk menjadikan program ini sebagai ruang edukasi adab makan Islami guna mereduksi kemubaziran pangan. ABSTRACT The Free Nutritious Meal Program (MBG), regulated through the Decree of the Head of the National Nutrition Agency of the Republic of Indonesia Number 401.1 of 2025, is a strategic government policy to alleviate malnutrition and improve the cognitive abilities of school-aged children. This study aims to analyze and evaluate the effectiveness of the implementation of the policy's governance at the State Islamic Elementary School (MIN) 10 Bandar Lampung through the perspective of Fiqh Siyasah Tanfidziyah. Studies on the Free Nutritious Meal Program (MBG) have largely been dominated by macro-policy analyses, leaving a literature gap regarding technical operational evaluations, such as quality constraints and food waste at the school level. Furthermore, the absence of research examining the Decree of the Head of the National Nutrition Agency of the Republic of Indonesia No. 401.1 of 2025 through the perspective of Islamic state governance also highlights a significant void. Therefore, this research aims to bridge this gap by evaluating the effectiveness of the program's implementation at MIN 10 Bandar Lampung based on the framework of Fiqh Siyasah Tanfidziyah. This study employs an empirical juridical research method with a sociojuridical approach and a case approach. Primary and secondary data collection was conducted comprehensively through field observation techniques, in-depth interviews, and documentation studies. All collected data were then analyzed using a descriptive qualitative method, and their validity was verified using the triangulation technique to ensure the credibility of the research findings. The research results indicate that the governance of MBG at MIN 10 Bandar Lampung runs in an orderly manner through a two-session distribution system. Viewed from the framework of Fiqh Siyasah Tanfidziyah, this implementation has represented three main pillars: Mabda' al-Amãnah (well-targeted distribution governance), Mabda' al-'Adalah (equal distribution of nutritional rights and protection for students with allergies), and Maslahah ‘Ammah (the creation of financial efficiency and practical nutritional fulfillment). Although it is substantially in line with Islamic state governance, the evaluation of leftover food reveals a minor constraint regarding the lack of precision in the standard proportion of side dishes and fruits from the provider. As a recommendation, the Nutrition Fulfillment Service Unit (SPPG) is required to tighten the daily composition quality control, while the madrasa is encouraged to utilize this program as an educational space for Islamic eating etiquette to reduce food waste.
