Abstract

ABSTRAK Program Sembako merupakan salah satu bentuk bantuan sosial pangan yang diselenggarakan oleh pemerintah dengan tujuan membantu keluarga penerima manfaat dalam memenuhi kebutuhan dasar pangan, baik melalui skema tunai maupun nontunai. Program ini diberikan kepada masyarakat yang telah terdaftar dalam Data Terpadu Kesejahteraan Sosial (DTKS). Bagi sebagian besar penerima, keberadaan Program Sembako dirasakan cukup membantu dalam meringankan beban pengeluaran rumah tangga. Namun demikian, dalam praktik pelaksanaannya di Desa Karang Mulyo, Kecamatan Muara Sungkai, Kabupaten Lampung Utara, masih ditemukan sejumlah permasalahan, terutama terkait ketepatan sasaran penerima bantuan serta kesesuaian pelaksanaan program dengan pedoman umum yang telah ditetapkan. Berdasarkan kondisi tersebut, rumusan masalah dalam penelitian ini meliputi dua hal, yaitubagaimana implementasi Pasal 2 Ayat (1) Huruf B Peraturan Menteri Sosial Republik Indonesia Nomor 4 Tahun 2023 tentang Pelaksanaan Program Sembako di Desa Karang Mulyo, Kecamatan Muara Sungkai, Kabupaten Lampung Utara; dan bagaimana tinjauan Siyāsah Tanfīżiyyah terhadap implementasi Pasal 2 Ayat (1) Huruf B Peraturan Menteri Sosial Republik Indonesia Nomor 4 Tahun 2023 tentang Pelaksanaan Program Sembako di desa tersebut. Penelitian ini bertujuan untuk menganalisis pelaksanaan ketentuan Pasal 2 Ayat (1) Huruf B Permensos Nomor 4 Tahun 2023 serta mengkaji kesesuaiannya dengan prinsip-prinsip Siyāsah Tanfīżiyyah. Jenis penelitian yang digunakan adalah penelitian lapangan (field research) dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Penelitian ini bersifat deskriptif analitis, yaitu dengan menggambarkan secara sistematis dan mendalam fenomena yang diteliti berdasarkan data yang diperoleh di lapangan, kemudian dianalisis untuk mendapatkan pemahaman yang komprehensif. Hasil penelitian menunjukkan bahwa implementasi Pasal 2 Ayat (1) Huruf B Peraturan Menteri Sosial Republik Indonesia Nomor 4 Tahun 2023 tentang Pelaksanaan Program Sembako di Desa Karang Mulyo belum sepenuhnya berjalan optimal, karena masih terdapat beberapa ketentuan dan kriteria yang belum terpenuhi secara maksimal, khususnya dalam aspek ketepatan sasaran dan pelaksanaan teknis di lapangan. Namun demikian, apabila ditinjau dari perspektif Siyāsah Tanfīżiyyah, pelaksanaan Program Sembako tersebut pada prinsipnya telah sejalan dengan nilai-nilai Siyāsah Tanfīżiyyah, terutama dalam upaya menunaikan amanah kepemimpinan dan mewujudkan keadilan sosial bagi masyarakat. ABSTARCT The Sembako Program is a form of social food assistance provided by the government with the aim of helping beneficiary families meet their basic food needs, through both cash and non-cash schemes. This program is provided to people registered in the Integrated Social Welfare Data (DTKS). For most recipients, the existence of the Sembako Program is felt to be quite helpful in reducing the burden of household expenses. However, in practice, its implementation in Karang Mulyo Village, Muara Sungkai District, North Lampung Regency, a number of problems were still encountered, particularly related to the accuracy of targeting aid recipients and the conformity of program implementation with established general guidelines. Based on these conditions, the problem formulation in this study covers two things: how to implement Article 2 Paragraph (1) Letter B of the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 4 of 2023 concerning the Implementation of the Sembako Program in Karang Mulyo Village, Muara Sungkai District, North Lampung Regency; and how the Siyāsah Tanfīżiyyah review relates to the implementation of Article 2 Paragraph (1) Letter B of the Minister of Social Affairs Regulation of the Republic of Indonesia Number 4 of 2023 concerning the Implementation of the Staple Food Program in the village. This study aims to analyze the implementation of the provisions of Article 2 Paragraph (1) Letter B of Minister of Social Affairs Regulation Number 4 of 2023 and assess its compliance with the principles of Siyāsah Tanfīżiyyah. The type of research used is field research with a qualitative approach. Data collection was conducted through observation, interviews, and documentation. This research is descriptive analytical, namely by systematically and in-depth describing the phenomena studied based on data obtained in the field, then analyzing them to gain a comprehensive understanding.The results of the study indicate that the implementation of Article 2 Paragraph (1) Letter B of the Minister of Social Affairs Regulation of the Republic of Indonesia Number 4 of 2023 concerning the Implementation of the Staple Food Program in Karang Mulyo Village has not been fully optimal, as several provisions and criteria have not been fully met, particularly in terms of targeting accuracy and technical implementation in the field. However, when viewed from the perspective of Siyāsah Tanfīżiyyah, the implementation of the Basic Food Program is in principle in line with the values of Siyāsah Tanfīżiyyah, especially in efforts to fulfill the mandate of leadership and realize social justice for the community.
