Abstract

ABSTRAK Latar belakang dalam penelitian ini yaitu fenomena tentang ketergantungan daerah kepada fiskal sehingga akan mempengaruhi proporsi belanja pemerintah daerah di tengah kemandirian daerah. Selain itu efek lain dari ketergantungan adalah tingkat pembangunan pemerintah daerah mengalami ketidakpastian karena sumber pembangunan berasal dari anggaran pendapatan dan belanda daerah. Dengan demikian, seharusnya pemerintah daerah harus mengurangi ketergantungan dana transfer dari pemerintah pusat untuk meningkatkan pendapatannya sesuai potensi daerah. Penelitian bertujuan untuk menguji variabel Pendapatan Asli Daerah, Dana Alokasi Umum dan Dana Alokasi Khusus terhadap Belanja Modal Daerah pada Provinsi Lampung tahun 2015-2024. Penelitian ini menggunakan metodelogi pendekatan kuantitatif dengan menggunakan eviews sebagai alat uji statistika. Data yang digunakan adalah data realisasi pemerintah daerah Provinsi Lampung. Hasil penelitian menujukkan bahwa secara statistika variabel Pendapatan Asli Daerah, Dana Alokasi Umum dan Dana Alokasi Khusus mempengarungi secara signifikan terhadap Belanja Modal Daerah pada pengukuran Uji Normalitas dan Uji Heterokedasitas, akan tetapi pada Uji Autokorelasi dan Uji Multikolineritas menunjukkan hasil tidak signifikan secara statistika hal ini mendukung teori Ketimpang Fiskal karena salah satu faktor adalah efektivitas dalam transfer dana dari pemerintah pusat ke daerah setiap tahunnya. Dengan demikian, penelitian selanjutnya dapat mengukur dengan variabel independen selain dari Pendapatan Asli Daerah, Dana Alokasi Umum dan Dana Alokasi Khusus terhadap Belanja Modal Daerah . ABSTRACT The background to this research is the phenomenon of regional dependence on fiscal affairs, which will influence the proportion of regional government spending amidst regional independence. Apart from that, another effect of dependency is that the level of regional government development experinces uncertainty because the source of development coment from the regional revenue and dutch budget. Thus, regional government should reduce dependence on transfer funds from the central government to increase their income according to regional potential. The research aims to test the variables of Regional Original Income, General Allocation Funds and Special Allocation Funds on Regional Capital Expenditures in Lampung Province in 2015-2024. This research uses a quantitative approach methodology using eviews as a statistical testing tool. The data used is realized data from the regional government of Lampung Province. The research results show that statistically the variables Original Regional Income, General Allocation Funds and Special Allocation Funds have a significant influence on Regional Capital Expenditures in the Normality Test and Heteroscedasticity Test measurements, however the Autocorrelation Test and Multicollinearity Test show that the results are not statistically significant. This supports the Fiscal Inequality theory because one of the factors is the effectiveness of the transfer of funds from the central government to the regions each year. Thus, further research can measure independent variables other than Regional Original Income, General Allocation Funds and Special Allocation Funds on Regional Capital Expenditures.
