Abstract

ABSTRAK Penelitian ini bertujuan untuk mengevaluasi dan menganalisis strategi Forum Kerukunan Umat Beragama (FKUB) Provinsi Lampung dalam mengimplementasikan Peraturan Bersama Menteri Agama dan Menteri Dalam Negeri Nomor 9 dan 8 Tahun 2006 (PBM 2006) sebagai upaya membangun masyarakat inklusif berbasis solidaritas sosial atau Ashabiyah sebagaimana dikembangkan dalam pemikiran Ibnu Khaldun. Dengan pendekatan kualitatif deskriptif dan kerangka sosiologis Islam klasik, penelitian ini menyelami dinamika internal kelembagaan FKUB serta efektivitas komunikasi lintas iman dalam konteks pluralisme keagamaan lokal. Hasil penelitian menunjukkan bahwa strategi FKUB selama ini masih bersifat normatif dan simbolik, dengan keterbatasan dalam menjangkau komunitas akar rumput serta minimnya keterlibatan kelompok rentan di masyarakat. Dalam konteks ini, konsep Ashabiyah Ibnu Khaldun yang menekankan pentingnya solidaritas sosial, loyalitas kolektif, dan orientasi pada kemaslahatan Bersama sudah menjadi landasan nilai eksplisit dalam strategi FKUB, yang memiliki potensi besar untuk memperkuat kohesi sosial yang organik dan berkelanjutan. Novelty penelitian ini "Strategi FKUB dalam Mengimplementasikan PBM 2006 Guna Membangun Masyarakat Inklusif Berbasis Solidaritas Sosial Ibnu Khaldun." integrasi nilai-nilai solidaritas sosial Ashabiyah Ibnu Khaldun dalam strategi implementasi kebijakan formal PBM 2006, yang sebelumnya belum dikaji secara mendalam dalam konteks kelembagaan seperti FKUB. Pendekatan ini menawarkan paradigma baru dalam membangun masyarakat inklusif tidak semata-mata melalui regulasi administratif, tetapi melalui penguatan struktur sosial berbasis nilai dan budaya lokal keislaman, Penelitian ini menghadirkan model kebijakan alternatif berbasis nilai Islam klasik yang kontekstual dan relevan untuk masyarakat majemuk di Indonesia. ABSTRACT This study aims to evaluate and analyze the strategies of the Interfaith Harmony Forum (FKUB) of Lampung Province in implementing the Joint Regulation of the Minister of Religious Affairs and the Minister of Home Affairs Number 9 of 2006 (PBM 2006) as an effort to build an inclusive society based on social solidarity or Ashabiyah, as developed in the thought of Ibn Khaldun. Using a descriptive qualitative approach and the framework of classical Islamic sociology, this research explores the internal institutional dynamics of FKUB and the effectiveness of interfaith communication within the context of local religious pluralism. The findings reveal that FKUB’s strategies have so far remained normative and symbolic, with limited outreach to grassroots communities and minimal involvement of vulnerable groups in society. In this context, Ibn Khaldun’s concept of Ashabiyah, which emphasizes the importance of social solidarity, collective loyalty, and orientation toward the common good, has become an explicit value foundation in FKUB’s strategies and holds significant potential to strengthen organic and sustainable social cohesion. The novelty of this study lies in “FKUB’s Strategy in Implementing PBM 2006 to Build an Inclusive Society Based on Ibn Khaldun’s Social Solidarity,” specifically the integration of Ibn Khaldun’s Ashabiyah social solidarity values into the strategy for implementing the formal policy of PBM 2006 an aspect that has not been comprehensively examined in institutional contexts such as FKUB. This approach offers a new paradigm for building an inclusive society not merely through administrative regulation, but through strengthening social structures grounded in values and local Islamic culture. This research presents an alternative policy model based on classical Islamic values that is contextual and relevant for Indonesia’s plural society.
