Abstract

ABSTRAK Indikasi pengabaian terhadap nilai-nilai Pancasila oleh sebagian Organisasi Kemasyarakatan (Ormas) di Indonesia disebabkan oleh berbagai temuan penyimpangan di lapangan. Hal tersebut diperkuat dengan temuan 3326 kasus premanisme dengan mengatasnamakan ormas yang dilaporkan oleh pihak polri sejak 1 mei 2025. Penelitian ini bertujuan untuk mengkaji Implementasi nilai Pancasila yang terdapat pada Pasal 1 ayat 1 UU no 16 tahun 2017 tentang ormas di lapangan serta mengungkap siyasah tanfidziyyah sebagai alat analisis kepada ormas terhadap implementasi nilai Pancasila dalam uu ormas tersebut, dengan mengintegrasikan pendekatan ideologis Pancasila (berdasarkan UU No. 16 Tahun 2017) dan prinsip Siyasah Tanfidziyyah. Maka metode yang digunakan adalah kualitatif dengan pendekatan library research, mengandalkan data primer UU no 16 tahun 2017 dan data sekunder dari kumpulan sumber berita yang kredibel, Al-Qur’an, karya ilmiah berupa artikel jurnal dan skripsi, serta dianalisis menggunakan teknik deskriptifanalitik. Hasil penelitian menunjukkan bahwa sejumlah ormas menunjukan aksi yang menyimpang melalui praktik kekerasan, premanisme, dan pungutan liar, yang terindikasi menyimpang dari Implementasi Pasal Tersebut dan prinsip Siyasah Tanfidziyyah. Temuan ini menegaskan perlunya autokritik bagi ormas kedepannya agar kembali mengimplementasikan pasal 1 ayat 1 uu ormas dan pancasila yang terkandung di dalam pasal tersebut sebagai dasar dari eksistensi mereka di NKRI. ABSTRACT Indications of neglect of Pancasila values by some mass organizations (Ormas) in Indonesia are caused by various findings of irregularities in the field. This is reinforced by the discovery of 3,326 cases of thuggery in the name of mass organizations reported by the National Police since May 1, 2025. This study aims to examine the implementation of Pancasila values as stipulated in Article 1 paragraph 1 of Law No. 16 of 2017 concerning Mass Organizations in the field and to uncover the siyasah tanfidziyyah (legality) as an analytical tool for mass organizations regarding the implementation of Pancasila values in the Law on Mass Organizations, by integrating the Pancasila ideological approach (based on Law No. 16 of 2017) with the principles of siyasah tanfidziyyah. Therefore, the method used was qualitative with a library research approach, relying on primary data from Law No. 16 of 2017 and secondary data from a collection of credible news sources, the Quran, scientific works in the form of journal articles and theses, and analyzed using descriptive-analytical techniques. The results of the study indicate that a number of mass organizations exhibit deviant actions through practices of violence, thuggery, and extortion, which indicate deviations from the implementation of the aforementioned article and the principles of Siyasah Tanfidziyyah. These findings emphasize the need for selfcriticism by mass organizations in the future to re-implement Article 1 paragraph 1 of the Law on Mass Organizations and the Pancasila contained therein as the basis for their existence in the Unitary State of the Republic of Indonesia.
