Abstract

ABSTRAK Peraturan Gubernur Lampung Nomor 09 Tahun 2020 tentang Program Kartu Petani Berjaya merupakan kebijakan unggulan Pemerintah Provinsi Lampung yang bertujuan meningkatkan pendapatan dan kesejahteraan petani melalui penyediaan sarana produksi pertanian, pengelolaan risiko usaha tani, akses permodalan, serta pembinaan dan pendampingan petani. Namun, dalam praktiknya, pelaksanaan Pasal 11 yang mengatur pendampingan dan pembinaan petani di tingkat desa belum berjalan sebagaimana yang diharapkan. Berdasarkan latar belakang tersebut terdapat beberapa rumusan masalah yaitu bagaimana implementasi Pasal 11 Peraturan Gubernur Lampung Nomor 9 Tahun 2020 Tentang Program Kartu Petani Berjaya di Desa Babatan Kecamatan Katibung Kabupaten Lampung Selatan? dan bagaimana tinjauan siyasah tanfidziyyah dalam implementasi Pasal 11 Peraturan Gubernur Lampung Nomor 9 Tahun 2020 Tentang Program Kartu Petani Berjaya di Desa Babatan Kecamatan Katibung Kabupaten Lampung Selatan? Penelitian ini merupakan penelitian lapangan (field research) dengan pendekatan kualitatif dan bersifat deskriptif analitis. Data diperoleh melalui wawancara, observasi, dan dokumentasi. Sumber data primer berasal dari informan yang terlibat langsung dalam pelaksanaan program, sedangkan data sekunder diperoleh dari literatur ilmiah, peraturan perundang-undangan, serta dokumen pendukung yang relevan dengan objek penelitian. Hasil penelitian menunjukkan bahwa implementasi Pasal 11 Program Kartu Petani Berjaya di Desa Babatan belum terlaksana. Hal ini disebabkan oleh belum terlaksananya penyuluhan dan pendampingan oleh Penyuluh Pertanian Lapangan (PPL) serta belum berfungsinya kelompok tani sebagai mitra pelaksana program karena program belum diterapkan di desa tersebut. Ditinjau dari perspektif siyasah tanfidziyyah, pelaksanaan Pasal 11 belum sepenuhnya mencerminkan prinsip amanah, keadilan, dan mengedepankan kemaslahatan masyarakat, dalam hal ini kemaslahatan para petani. Hasilnya berdasarkan data dari lapangan mengenai peraturan yang telah dibuat Pemerintah Provinsi Lampung tidak dijalankan dengan baik. ABSTRACT Lampung Governor Regulation Number 09 of 2020 concerning the Successful Farmer Card Program is a flagship policy of the Lampung Provincial Government which aims to increase farmers' income and welfare through the provision of agricultural production facilities, management of farming business risks, access to capital, and farmer training and mentoring. However, in practice, the implementation of Article 11 which regulates farmer mentoring and training at the village level has not run as expected. Based on this background, there are several problem formulations, namely how to implement Article 11 of Lampung Governor Regulation Number 9 of 2020 concerning the Successful Farmer Card Program in Babatan Village, Katibung District, South Lampung Regency? and what is the view of siyasah tanfidziyyah in the implementation of Article 11 of Lampung Governor Regulation Number 9 of 2020 concerning the Successful Farmer Card Program in Babatan Village, Katibung District, South Lampung Regency? This research is field research with a qualitative and descriptiveanalytical approach. Data were obtained through interviews, observations, and documentation. Primary data sources came from informants directly involved in program implementation, while secondary data were obtained from scientific literature, laws and regulations, and supporting documents relevant to the research object. The results of the study indicate that the implementation of Article 11 of the Successful Farmer Card Program in Babatan Village has not been running optimally. This is due to the lack of extension and mentoring by Field Agricultural Extension Workers (PPL) and the non-functioning of farmer groups as program implementing partners because the program has not been implemented in the village. Viewed from the perspective of siyasah tanfidziyyah, the implementation of Article 11 does not fully reflect the principles of trust, justice, and prioritizing the welfare of the community, in this case the welfare of farmers. The results based on data from the field regarding the regulations that have been made by the Lampung Provincial Government are not being implemented properly.
