Abstract

ABSTRAK Kemiskinan masih menjadi persoalan kompleks di Kabupaten Tanggamus yang memerlukan solusi komprehensif melalui regulasi dan kebijakan publik. Peraturan Daerah Kabupaten Tanggamus No.4 Tahun 2022 Pasal 21 tentang Penanggulangan Kemiskinan hadir sebagai instrumen hukum untuk mengatur mekanisme pemberdayaan masyarakat, bantuan sosial, serta keterlibatan berbagai pihak dalam menurunkan angka kemiskinan. Permasalahan akademik yang muncul adalah sejauh mana implementasi perda ini dapat berjalan efektif dalam perspektif siyasah tanfidziyah, yang menekankan pentingnya pelaksanaan kebijakan secara konsisten, adil, dan berorientasi pada kemaslahatan. Tujuan penelitian ini adalah menganalisis pelaksanaan Pasal 21 Perda No. 4 Tahun 2022, baik dari aspek praktik birokrasi maupun dari perspektif siyasah tanfidziyah, serta menilai dampaknya terhadap upaya pengentasan kemiskinan di Kabupaten Tanggamus. Penelitian ini menggunakan metode kualitatif dengan, analisis dokumen, dan wawancara terstruktur dengan informan terkait. Hasil penelitian menunjukkan bahwa implementasi perda telah berjalan melalui program bantuan sosial, pemberdayaan ekonomi masyarakat, serta kemitraan antara pemerintah, dunia usaha, dan masyarakat. Namun, tantangan masih muncul berupa keterbatasan anggaran, validitas data penerima manfaat, serta lemahnya koordinasi antarinstansi. Dari perspektif siyasah tanfidziyah, perda ini mencerminkan tanggung jawab pemerintah daerah dalam menegakkan keadilan sosial, menjaga kemaslahatan, serta melindungi kelompok rentan. Hasil penelitian menunjukan bahwa, Pasal 21 Perda Kabupaten Tanggamus No. 4 Tahun 2022 memiliki peran penting dalam menurunkan angka kemiskinan, meskipun keberhasilan jangka panjangnya sangat ditentukan oleh konsistensi implementasi, transparansi, dan partisipasi aktif masyarakat. ABSTRACT Poverty remains a complex issue in Tanggamus Regency that requires comprehensive solutions through regulations and public policies. Tanggamus Regency Regulation No. 4 of 2022, Article 21 concerning Poverty Alleviation, serves as a legal instrument to regulate community empowerment mechanisms, social assistance, and the involvement of various parties in reducing poverty. The academic issue that arises is the extent to which this regulation can be implemented effectively from the perspective of siyasah tanfidziyah, which emphasizes the importance of implementing policies consistently, fairly, and oriented towards the public interest. The purpose of this study is to analyze the implementation of Article 21 of Regional Regulation No. 4 of 2022, both from the perspective of bureaucratic practices and from the perspective of siyasah tanfidziyah, and to assess its impact on poverty alleviation efforts in Tanggamus Regency. This study uses qualitative methods, document analysis, and structured interviews with relevant informants. The results show that the implementation of the regulation has been carried out through social assistance programs, community economic empowerment, and partnerships between the government, the business world, and the community. However, challenges remain, including budget limitations, the validity of beneficiary data, and weak inter-agency coordination. From a legal perspective, this regulation reflects the local government's responsibility to uphold social justice, safeguard public welfare, and protect vulnerable groups. Research shows that Article 21 of Tanggamus Regency Regulation No. 4 of 2022 plays a crucial role in reducing poverty, although its long-term success is largely determined by consistent implementation, transparency, and active community participation.
