Abstract

ABSTRAK Kekerasan terhadap anak menjadi permasalahan yang sering muncul di masyarakat sehingga sulit di selesaikan dan sangat mengancam kehidupan anak. Selain merusak moral generasi muda yang nantinya akan menjadi penerus bangsa, tentunya pelecehan seksual terhadap anak merupakan perbuatan yang sangat keji sebab akan menimbulkan dampak baik fisik maupun psikis. Rumusan masalah dalam penelitian ini adalah bagaimana Implementasi Pasal 10 Ayat (2) Huruf a Peraturan Bupati Lampung Barat Nomor 7 Tahun 2020 Tentang Penyelenggaraan Perlindungan Anak terhadap kekerasan seksual di Dinas Pengendalian Penduduk Keluarga Berencana Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Lampung Barat dan bagaimana Tinjauan Si h T nfi i h Terhadap Implementasi Pasal 10 Ayat (2) Huruf a Peraturan Bupati Lampung Barat Nomor 7 Tahun 2020 Tentang Penyelenggaraan Perlindungan Anak di Dinas Pengendalian Penduduk Keluarga Berencana Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Lampung Barat. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Pasal 10 Ayat (2) Huruf a Peraturan Bupati Lampung Barat Nomor 7 Tahun 2020 Tentang Penyelenggaraan Perlindungan Anak di Kabupaten Lampung Barat dan untuk menganalisis Pandangan Si h T nfi i h Terhadap Implementasi Pasal 10 Ayat (2) Huruf a Peraturan Bupati Lampung Barat Nomor 7 Tahun 2020 Tentang Penyelenggaraan Perlindungan Anak di Kabupaten Lampung Barat. Penelitian ini menggunakan metode penelitian lapangan (field research), penelitian ini bersifat Deskriptif Analisis yaitu yang digunakan untuk melukiskan secara sistematis fakta secara aktual dan cermat yang terdiri dari data data primer dan data sekunder dengan metode pengumpulan data observasi, wawancara, dokumentasi. Sedangkan analisis data yang dilakukan dengan kualitatif dengan metode berfikir induktif. Hasil dari penelitian ini Implementasi Pasal 10 Ayat (2) Huruf a Peraturan Bupati Lampung Barat Nomor 7 Tahun 2020 Tentang Penyelenggaraan Perlindungan Anak Kabupaten Lampung Barat telah melaksanakan peraturan yang dibuat dengan menerima laporan/pengaduan dari masyarakat meskipun terdapat beberapa kendala dalam pelaksanaannya. Hal ini dikarenakan Sumber Daya Manusia yang kurang memadai serta masih adanya korban yang belum berani melapor ke Dinas terkait. Sedangkan pandangan Si h T nfi i h terhadap pelaksanaan Peraturan Bupati Lampung Barat Nomor 7 Tahun 2020 Tentang Penyelenggaraan Perlindungan Anak sudah sejalan dengan Si h T nfi i h hal ini dapat dilihat dari Dinas terkait yang menunaikan amanat yang tertuang dalam peraturan tersebut serta sebagai penyelenggara perlindungan korban kekerasan merupakan bagian dari lembaga eksekutif (Al-Sulthah Tanfiziyah) yang memiliki tugas dalam melaksanakank atau menjalankan undang-undang. ABSTRACK Violence against children is a problem that often arises in society so it is difficult to resolve and is very threatening to the lives of children, apart from destroying the morals of the younger generation who will become the nation's successors, of course sexual harassment against children is a very cruel act because it will cause both physical and psychological impacts. The formulation of the problem in this study is how the Implementation of Article 10 Paragraph (2) Letter a of the West Lampung Regent Regulation Number 7 of 2020 Concerning the Implementation of Child Protection against sexual violence at the Population Control, Family Planning, Women's Empowerment and Child Protection Service of West Lampung Regency and how the Si h T nfi i h Review of the Implementation of Article 10 Paragraph (2) Letter a of the West Lampung Regent Regulation Number 7 of 2020 Concerning the Implementation of Child Protection at the Population Control, Family Planning, Women's Empowerment and Child Protection Service of West Lampung Regency. The purpose of this study is to find out how the Implementation of Article 10 Paragraph (2) Letter a of the West Lampung Regent Regulation Number 7 of 2020 Concerning the Implementation of Child Protection in West Lampung Regenc nd to n l ze the Si h T nfi i h View on the Implement tion of Article 10 Paragraph (2) Letter a of the West Lampung Regent Regulation Number 7 of 2020 Concerning the Implementation of Child Protection in West Lampung Regency. This research uses a field research method, this research is descriptive analysis, which is used to systematically describe actual and accurate facts consisting of primary data and secondary data with observation, interview, and documentation data collection methods. While the data analysis is carried out qualitatively with an inductive thinking method. The results of this study are the Implementation of Article 10 Paragraph (2) Letter a of the West Lampung Regent Regulation Number 7 of 2020 concerning the Implementation of Child Protection. West Lampung Regency has implemented the regulations made by receiving reports/complaints from the public even though there are several obstacles in its implementation. This is due to inadequate Human Resources and the fact that there are still victims who have not dared to report to the relevant Agenc . Me nwhile, the Si h T nfi i h' view on the implement tion of West Lampung Regent Regulation Number 7 of 2020 concerning the Implementation of Child Protection i in line with Si h T nfi i h. Thi can be seen from the relevant agencies that carry out the mandate contained in the regulation and as organizers of protection for victims of violence are part of the executive institution (Al-Sulthah Tanfiziyah) which has the task of implementing or carrying out laws.
