Abstract

ABSTRAK Kawasan Tanpa Rokok dalam Peraturan Daerah Kota Bandar Lampung Nomor 5 Tahun 2018 Tentang Kawasan Tanpa Rokok terdapat pada Pasal 16 Ayat 1 yaitu setiap orang dilarang merokok di tempat proses belajar mengajar seperti sekolah, perguruan tinggi, balai pendidikan dan pelatihan, balai latihan kerja, bimbingan belajar, dan kursus. Berdasarkan pemaparan tempat proses belajar mengajar tersebut terdapat salah satu tempat proses belajar mengajar yang paling banyak terdapat tentang Kawasan Tanpa Rokok yaitu sekolah di SMA Negeri 14 Bandar Lampung. Rumusan masalah dalam penelitian ini adalah bagaimana Implementasi Pasal 16 ayat 1 Peraturan Daerah Kota Bandar Lampung Nomor 5 Tahun 2018 Tentang Kawasan Tanpa Rokok di SMA Negeri 14 Bandar Lampung dan bagaimana pandangan fiqh Siyasah T nfi i h terhadap Implementasi Pasal 16 ayat 1 Peraturan Daerah Kota Bandar Lampung Nomor 5 Tahun 2018 Tentang Kawasan Tanpa Rokok di SMA Negeri 14 Bandar Lampung. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi pasal 16 Ayat 1 Peraturan Daerah Kota Bandar Lampung Nomor 5 Tahun 2018 Tentang Kawasan Tanpa Rokok di SMA Negeri 14 Bandar Lampung dan untuk menganalisis pandangan fiqh siyasah t nfi i h terhadap Implementasi Pasal 16 Ayat 1 Peraturan Daerah Kota Bandar Lampung Nomor 5 Tahun 2018 Tentang Kawasan Tanpa Rokok di SMA Negeri 14 Bandar Lampung. Penelitian ini menggunakan metode penelitian lapangan (field research), penelitian ini bersifat Deskriptif Analisis yaitu melukiskan secara sistematis fakta secara aktual dan cermat yang terdiri dari data primer dan data sekunder dengan metode pengumpulan data observasi, wawancara, dokumentasi. Sedangkan analisis data yang digunakan kualitatif dengan metode berfikir induktif. Hasil dari penelitian ini Implementasi Pasal 16 Ayat 1 Peraturan Daerah Kota Bandar Lampung Nomor 5 Tahun 2018 Tentang Kawasan Tanpa Rokok di SMA Negeri 14 Bandar Lampung telah melaksanakan aturan dari Pasal 16 Ayat 1 dengan memasang rambu-rambu dan sosialisasi kepada para murid tentang larangan merokok. Selain itu Tindakan pengawasan juga sudah dilakukan oleh pihak SMA Negeri 14 Bandar Lampung. Sedangkan pandangan fiqh si s h t nfi i h terhadap Implementasi Pasal 16 Ayat 1 Peraturan Daerah Kota Bandar Lampung Nomor 5 Tahun 2018 Tentang Kawasan Tanpa Rokok belum sejalan dengan si s h t nfi i h ABSTRACT The Non-Smoking Area in Bandar Lampung City Regional Regulation Number 5 of 2018 concerning Non-Smoking Areas is contained in Article 16 Paragraph 1, namely that everyone is prohibited from smoking in places of teaching and learning processes such as schools, universities, education and training centers, job training centers, tutoring, and courses. Based on the explanation of the teaching and learning process places, one of the teaching and learning process places that has the most number of NonSmoking Areas is the school at SMA Negeri 14 Bandar Lampung. The purpose of this study is to find out how the Implementation of Article 16 Paragraph 1 of Bandar Lampung City Regional Regulation Number 5 of 2018 Concerning Smoke-Free Areas in Bandar Lampung State Senior High School 14 and to n l ze the views of si s h t nfi i h fiqh on the Implement tion of Article 16 Paragraph 1 of Bandar Lampung City Regional Regulation Number 5 of 2018 Concerning Smoke-Free Areas in Bandar Lampung State Senior High School 14. This research uses field research method, this research is descriptive analysis, which systematically describes the actual and accurate facts consisting of primary data and secondary data with observation, interview, and documentation data collection methods. While the data analysis used is qualitative with inductive thinking method. The results of this study Implementation of Article 16 Paragraph 1 of Bandar Lampung City Regional Regulation Number 5 of 2018 Concerning Smoke-Free Areas in SMA Negeri 14 Bandar Lampung has implemented the rules of Article 16 Paragraph 1 by installing signs and socializing to students about the prohibition of smoking. In addition, supervisory measures have also been carried out by SMA Negeri 14 Bandar Lampung.
