Abstract

ABSTRAK Dalam beberapa tahun terakhir, penjualan handphone di Indonesia terus meningkat, diikuti oleh maraknya peredaran perangkat ilegal atau black market. Meskipun pemerintah telah menerapkan kebijakan pemblokiran imei untuk menekan peredaran handphone ilegal, praktik tersebut masih berlangsung. Penelitian ini bertujuan untuk menganalisis dampak kebijakan pemblokiran imei handphone black market terhadap minat masyarakat beli produk handphone dalam perspektif bisnis Islam. Penelitian ini merupakan jenis penelitian lapangan (field research), dengan metode penelitian yaitu penelitian kualitatif. Sumber data primer di peroleh dengan wawancara langsung kepada pihak terkait, serta sumber data sekunder di peroleh dari sumbersumber yang berkaitan dengan penelitian ini seperti jurnal, karya tulis, buku, dokumen serta data-data pendukung lainnya. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi, dengan menerapkan tiga teknik analisis data, yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kebijakan pemblokiran imei telah dikenal masyarakat, namun efektivitasnya masih terbatas karena sebagian pengguna handphone black market belum merasakan dampaknya secara langsung. Faktor ekonomi menjadi pendorong utama masyarakat tetap membeli handphone ilegal. Dalam perspektif bisnis Islam, kebijakan ini sejalan dengan prinsip hisbah dan maslahah karena menegakkan keadilan serta melindungi masyarakat dari praktik jual beli yang merugikan. Sebaliknya, pembelian handphone black market tidak dibenarkan karena mengandung unsur gharar dan ghasab. Kesimpulannya, kebijakan pemblokiran imei merupakan langkah positif, namun masih perlu pengawasan dan edukasi masyarakat agar lebih efektif menekan peredaran handphone ilegal. ABSTRACT In recent years, mobile phone sales in Indonesia have continued to increase, followed by the rampant circulation of illegal devices or the black market. Although the government has implemented an imei blocking policy to suppress the circulation of illegal mobile phones, the practice is still ongoing. This study aims to analyze the impact of the black market mobile phone imei blocking policy on people's interest in buying mobile phone products from an Islamic business perspective. This research is a type of field research (Field Research), with a research method, namely qualitative research. Primary data sources were obtained by direct interviews with related parties, and secondary data sources were obtained from sources related to this research such as journals, papers, books, documents and other supporting data. Data collection was carried out through observation, interviews, and documentation, by applying three data analysis techniques, namely data reduction, data presentation, and conclusion drawn. The results of the study show that the blocking policy imei has been known to the public, but its effectiveness is still limited because some mobile phone users Black Market have not felt the impact directly. Economic factors are the main driver for people to keep buying mobile phones Illegal. From an Islamic business perspective, this policy is in line with the principle of Hisbah and Maslahah Because it upholds justice and protects the community from harmful buying and selling practices. On the other hand, the purchase of mobile phones Black Market not allowed because it contains elements Gharar and Ghasab. In conclusion, the blocking policy imei is a positive step, but it still needs supervision and public education to be more effective in suppressing the circulation of mobile phones Illegal.
