Abstract

ABSTRAK Sejauh ini Dinas Pemberdayaan perempuan dan perlindungan anak kota Bandar Lampung telah melakukan sosialisasi dalam rangka pencegahan kekerasan terhadap anak, namun demikian masih banyak anak-anak yang terlantar dan tindak kekerasan, baik dari lingkungan keluarga, maupun lingkungan sosial. Kurangnya edukasi bagi orang tua, sehingga menjadi sebab kurangnya edukasi orang terhadapanak. Perkembangan teknologi dan penyalahgunaan teknologi telah berpengaruh pada etika moral anak. Dampak dari kurangnya edukasi terhadap anak-anak berakibat pada tumbuh kembang anak yang cenderung hidup bebas dan tidak terkontrol banyak anak anak yang menyalahgunakan media sosisal,bahkan sampai bermain game online dan rela menjadi manusia silver dan pengamen dijalan untuk memenuhi kebutuhannya tersebut Dengan demikian permasalahan ini perlu di teliti secara komprenhensif. Berdasarkan latar belakang masalah di atas, maka yang menjadi rumusan masalah dalam skripsi ini yaitu sebagai berikut: 1) Bagaimana Implementasi pasal 20 ayat 2 Huruf C peraturan daerah provinsi lampung nomor 2 tahun 2021 tentang pencegahan kekerasan terahadap perempuan dan anak di kota banadar lapung? 2).Bagaimana Analisis Siyāsah Tanfiżiyyah terhadap Implementasi pasal20 ayat2 Hururf C peraturan daerah provinsi lampung nomor 2 tahun 2021 tentang pencegahan kekerasan terhadap perempuan dan anak di Kota Bandar Lampung? Hasil Penelitian ini adalah bahwa Pemerintah Kota Bandar Lampung belum bisa memberikan pelayanan secara maksimal, karena masih terbatasnya anggaran dan sarana prasarana. Pemerintah kota Bandar Lampung baru bisa memberi pelayanan seperti, pengurusan Akte Kelahiran, Kartu Identitas Anak (KIA) untuk sebagian anak Kota Bandar Lampung dan masih diupayakan dengan cara Sosialisasi dan kerjasama antar kabupaten. Dengan demikian pelaksanaan pencegahan kekerasan terhadap anak belum sesuai dengan tuntutan siyasah tanfidziyah, hal ini dikarenakan Sarana dan Prasarana dalam melaksanakan program-program pencegahan kekerasan terhadap anak belum memadai. Orang tua dan Dinas Pemberdayaan Perempuan dan Perlindungan Anak belum memiliki Perspektif yang sama terkait pencegahan kekerasan terhadap anak. dengan demikian masih banyak anak - anak yang mengalami kekerasan fisik seperti luka- luka akibat pemukulan, bully, dan gangguan trauma hingga ketakutan, yang dilakukan orangtua terhadap Anak. ABSTRACT So far, the Women's Empowerment and Child Protection Service of Bandar Lampung has conducted outreach in order to prevent violence against children, however, there are still many children who are neglected and violent acts, both from the family environment, as well as the social environment. Lack of education for parents, so that it becomes the cause of the lack of education of people towards children. The development of technology and the misuse of technology has affected the moral ethics of children. The impact of the lack of education for children results in the growth and development of children who tend to live freely and uncontrolled many children who misuse social media, even to the point of playing online games and willing to become silver humans and buskers on the street to meet their needs. Thus, this problem needs to be studied comprehensively. Based on the background of the problem above, the formulation of the problem in this thesis is as follows: 1) How Implementation of Article 20 paragraph 2 of the Lampung provincial regional regulation number 2 of 2021 concerning the prevention of women and the protection of children in Bandar Lampung? 2) How is the Siyāsah Tanfiżiyyah Analysis of the Implementation of Article 20 paragraph 2 of the Lampung provincial regional regulation number 2 of 2021 concerning the prevention of women and the protection of children in Bandar Lampung city? The results of this study are that the Bandar Lampung City Government has not been able to provide maximum services, due to limited budget and infrastructure, the Bandar Lampung City Government can only provide services suchas, processing Birth Certificates, Child Identity Cards (KIA) forsome children in Bandar Lampung City and is still being attempted through Socialization and cooperation between districts Thus, the implementation of prevention of violence against children has not been accordance with the demands of siyash tanfidzıyah this is because the Facilitiesand Infrastructure in implementing programs to prevent violence against children are not yet adequate. Parents and the Women's Empowerment and Child Protection Service do not have the same perspective regarding the prevention of violence against children thus there are still many children who experience physical violence such as wounds due to beatings, bullying, and trauma disorders to fear, which are carried out by parents against children
