Abstract

ABSTRAK Kawasan Tanpa Rokok (KTR) di sekolah merupakan upaya penting dalam menciptakan lingkungan pendidikan yang sehat dan bebas dari asap rokok. Dengan adanya KTR, siswa dan guru dapat terhindar dari bahaya merokok pasif yang dapat menyebabkan berbagai masalah kesehatan. Berdasarkan pada Pasal 11 Peraturan Bupati Nomor 45 Tahun 2017 tentang Kawasan Tanpa Rokok. Pemimpin Sekolah SMA Bahrul Ulum berperan penting dalam mewujudkan kawasan tanpa rokok di tempat belajar dan mengajar. Dalam Penelitian ini dirumuskan masalah yang diantaranya, Bagaimana Implementasi Pasal 11 Peraturan Bupati Lampung Selatan Nomor 45 Tahun 2017 Tentang Kawasan Tanpa Rokok di sekolah menengah atas Bahrul Ulum ? dan Bagaimana Tinjauan Siyasah Tanfiżiyyah Terhadap Implementasi Pasal 11 Peraturan Bupati Lampung Selatan Nomor 45 Tahun 2017 Tentang Kawasan Tanpa Rokok di sekolah menengah atas Bahrul Ulum? Penelitian ini menggunakan penelitian studi lapangan (field research), sifat penelitian ini bersifat deskriptif. Proses pengumpulan data dalam penelitian ini menggunakan metode wawancara, dan dokumentasi Dalam menganalisis, penelitian menggunakan analisis kualitatif dan dibantu dengan menggunakan teori yang bersangkutan dengan permasalahan ini. Hasil penelitian menunjukkan bahwa Pasal 11 Peraturan Bupati Lampung Selatan Nomor 45 Tahun 2017 tentang Kawasan Tanpa Rokok di Kabupaten Lampung Selatan dijelaskan penanggung jawab Sekolah Menengah Atas Bahrul Ulum yaitu Kepala Sekolah sudah melaksanakan beberapa point dalam pasal 11 Peraturan Bupati Lampung Selatan. Dalam penerapan sanksinya, para pelanggar sudah diberikan sanksi teguran secara lisan dan pemanggilan BK untuk para siswa namun sanksi yang diberikan dianggap kurang tegas karena belum membuat efek jera kepada para pelanggar. Kewajiban Pemimpin dan Penanggung Jawab Sekolah dalam Menetapkan Kawasan Tanpa Rokok di Tempat Proses Belajar Mengajar di Sekolah Menengah Atas Bahrul Ulum Kecamatan Natar Kabupaten Lampung Selatan belum sesuai dengan tuntutan Siyāsah Tanfīżiyyah, hal ini dikarenakan peraturan yang sudah dibentuk oleh pemerintah tidak ditaati oleh beberapa siswa dan warga sekolah lainnya. ABSTRACT Smoke-Free Areas (KTR) in schools are an important effort in creating a healthy and smoke-free educational environment. With the existence of KTR, students and teachers can avoid the dangers of passive smoking which can cause various health problems. Based on Article 11 of Regent Regulation Number 45 of 2017 concerning Smoke-Free Areas. The Principal of Bahrul Ulum High School plays an important role in realizing smoke-free areas in learning and teaching places. In this study, the problems are formulated, including, How is the Implementation of Article 11 of South Lampung Regent Regulation Number 45 of 2017 concerning Smoke-Free Areas in Bahrul Ulum High School? and How is the Siyasah Tanfiżiyyah Review of the Implementation of Article 11 of South Lampung Regent Regulation Number 45 of 2017 concerning Smoke-Free Areas in Bahrul Ulum High School? This study uses field research, the nature of this study is descriptive. The data collection process in this study uses interview methods, and documentation. In analyzing, the study uses qualitative analysis and is assisted by using theories related to this problem. The results of the study show that Article 11 of the South Lampung Regent Regulation Number 45 of 2017 concerning SmokeFree Areas in South Lampung Regency explained that the person in charge of Bahrul Ulum Senior High School, namely the Principal, has implemented several points in Article 11 of the South Lampung Regent Regulation. In implementing the sanctions, violators have been given verbal warnings and BK summons for students, but the sanctions given are considered less strict because they have not created a deterrent effect on the violators. The obligations of School Leaders and Persons in Charge in Establishing Smoke-Free Areas in the Teaching and Learning Process Place at Bahrul Ulum Senior High School, Natar District, South Lampung Regency are not in accordance with the demands of Siyāsah Tanfīżiyyah, this is because the regulations that have been established by the government are not obeyed by several students and other school residents.
