Abstract

ABSTRAK Pemerintah menetapan Harga Eceran Tertinggi (HET) LPG tabung 3 kg melalui Keputusan Gubernur Lampung Nomor G/869/B.IV/HK/2019 sebagai bentuk intervensi pemerintah daerah dalam menjaga stabilitas harga energi bersubsidi. Kebijakan ini bertujuan untuk melindungi masyarakat berpenghasilan rendah agar tetap dapat mengakses energi dengan harga terjangkau, sekaligus mencegah praktik penyelewengan. Pada aktivitas jual beli gas di desa Karang Anyar Kecamatan Jati Agung terdapat pangkalan yang ingin mengambil keuntungan dari maraknya suatu barang yang sedang banyak dicari konsumen. Dari fenomena tersebut rumusan masalah dalam penelitian ini adalah bagaimana implementasi keputusan gubernur Nomor G/869/B.IV/HK/2019 tentang penyesuaian HET Liquefied Petroleum Gas tabung 3 kg di pangkalan gas desa Karang Anyar Kecamatan Jati Agung Kabupaten Lampung Selatan? dan bagaimana perspektif Siyāsah Tanfiżiyah terhadap implementasi keputusan gubernur Nomor G/869/B.IV/HK/2019 tentang penyesuaian HET Liquefied Petroleum Gas tabung 3 kg di pangkalan gas desa Karang Anyar kecamatan Jati Agung Kabupaten Lampung Selatan?. Penelitian ini menggunakan teori Siyāsah Tanfiżiyah sebagai alat analisis untuk memahami fenomena yang diteliti. Penelitian ini termasuk penelitian lapangan (field research), dengan menggunakan metode analisis deskriptif. Penelitian ini bersifat deskriptif analisis yaitu suatu metode dalam meneliti suatu objek yang bertujuan untuk mendeskripsikan dan menganalisa mengenai subjek yang diteliti. Teknik pengumpulan data dilakukan dengan metode wawancara, observasi, dan dokumentasi. Terknik pengelolaan data yang digunakan yaitu Pemeriksaan Data (Editing), Sistematis Data (Sistemazing), Verifikasi data, Concluding/pembentukan Kesimpulan. Analisis Data pada penelitian ini menggunakan metode deskrptif kualitatif yaitu metode dalam prosedur penelitian yang menghasilkan data-data deskriptif yang berwujud dengan sebuah uraian kata-kata atau kalimat baik dalam bentuk lisan dari orang yang diteliti. Hasil penelitian menunjukan bahwa Implementasi Keputusan Gubernur Lampung Nomor G/869/B.IV/HK/2019 tentang Penyesuaian Harga Eceran Tertinggi (HET) LPG 3 kg di Desa Karang Anyar merupakan langkah untuk menjaga keterjangkauan harga bagi masyarakat dan memastikan subsidi tepat sasaran. Namun, pada praktiknya di lapangan masih ditemukan ketidaksesuaian harga dan lemahnya pengawasan, sehingga kebijakan tersebut belum berjalan efektif. Masih ada pangkalan yang menjual gas di atas HET, yakni antara Rp19.000- Rp20.000 per tabung, dengan alasan biaya operasional yang tinggi serta keuntungan yang dianggap tidak sebanding jika menjual sesuai harga resmi. Diperlukan peran pemerintah dalam pengawasan dan penegakan regulasi agar kebijakan bisa terlaksana secara optimal. Implementasi ini jika di tinjau dari perspektif Siyāsah Tanfiżiyah belum sesuai dengan prinsip menjaga kesejahteraan masyarakat dan melindungi masyarakat berpenghasilan rendah. Agar tercapai keadilan sosial yang diharapkan, diperlukan peran aktif pemerintah dalam penguatan pengawasan, sosialisasi yang intensif dan penegakan sanksi secara tegas. ABSTRACT The government sets the Highest Retail Price (HET) for 3 kg LPG cylinders through Governor's Decree Nomor G/869/B.IV/HK/2019 as a form of regional government intervention in maintaining the stability of subsidized energy prices. This policy aims to protect low-income communities so that they can still access energy at affordable prices, while preventing misuse practices. In gas buying and selling activities in Karang Anyar village, Jati Agung sub-district, there are bases that want to take advantage of the popularity of a product that is currently in high demand by consumers. From this phenomenon, the formulation of the problem in this study is how is the implementation of Governor's Decree Nomor G/869/B.IV/HK/2019 concerning the adjustment of the HET for 3 kg Liquefied Petroleum Gas cylinders at the gas base in Karang Anyar village, Jati Agung subdistrict, South Lampung Regency? and how is the perspective of Siyāsah Tanfiżiyah towards the implementation of the governor's decree Nomor G/869/B.IV/HK/2019 concerning the adjustment of the HET for 3 kg Liquefied Petroleum Gas cylinders at the gas base in Karang Anyar village, Jati Agung sub-district, South Lampung Regency? This study uses the Siyāsah Tanfiżiyah theory as an analytical tool to understand the phenomenon under study. This research is a field research using descriptive analysis method. This research is descriptive analysis, a method of researching an object that aims to describe and analyze the subject being studied. Data collection techniques were carried out using interviews, observation, and documentation. Data management techniques used were Data Checking (Editing), Systematic Data (Systematizing), Data Verification, and Concluding/Conclusion Formation. Data analysis in this study used a qualitative descriptive method, a method in research procedures that produces descriptive data in the form of a description of words or sentences either in verbal form from the person being studied. The results of the study indicate that the Implementation of Governor's Decree Nomor G/869/B.IV/HK/2019 concerning the Adjustment of the Highest Retail Price (HET) for 3 kg LPG in Karang Anyar Village is an important step to maintain affordability for the community and ensure that subsidies are properly targeted. However, in practice, price discrepancies and weak supervision are still found in the field, so that the policy has not been fully implemented effectively. There are still bases that sell gas above the HET, which is between IDR 19,000-IDR 20,000 per cylinder, citing high operational costs and profits that are considered disproportionate to selling at the official price. The role of the government in supervision and enforcement of regulations is needed so that the policy can be implemented optimally. The Siyāsah Tanfiżiyah perspective is in accordance with the principle of maintaining the welfare of the people and protecting low-income communities. However, to achieve the expected social justice, an active role of the government is needed in strengthening supervision, more intensive socialization, and strict enforcement of sanctions.
