Abstract

ABSTRAK Peraturan Daerah Kabupaten Tulang Bawang Barat Nomor 10 Tahun 2018 membahas tentang pengelolaan Pasar rakyat dalam ketentuannya yang terdapat dalam pasal 22 tersebut penyedia sarana pendukung Pasar rakyat, fasilitas sebagaimana dimaksud pada ayat 1 diatur dengan peraturan Bupati. Pasar salah satu sarana ekonomi yang menjadi tolak ukur dalam peningkatan perekonomian Daerah, dan apabila dikhususkan ke Daerah Kecamatan, Pasar satu-satunya tempat dimana transaksi ekonomi berlangsung. Adapun sarana dan prasarana dipasar belum berjalan sebagaimana mestinya, karena ada tempat- tempat yang sudah layak tetapi belum digunakan dengan selayaknya, seperti kantor pengelola pasar yang tidak digunakan dengan semestinya dan tempat sampah yang dalam pengelolaannya masih meresahkan masyarakat sekitar karena belum ada tempat pembuangan sampah setelah selesai kegiatan pasar. Penentuan proses kegiatan implementasi dari pemerintah harus sesuai dengan ketentuan yang berlaku sehingga kebijakan tersebut dapat berjalan dengan semestinya. Rumusan masalah dalam penulisan skripsi ini adalah Bagaimana Implementasi Pasal 22 Peraturan Daerah Kabupaten Tulang Bawang Barat Nomor 10 Tahun 2018 Tentang Pengelolaan Pasar Rakyat? dan Bagaimana Tinjauan Fiqih Siyasah Terhadap Implementasi Pasal 22 Peraturan Daerah Kabupaten Tulang Bawang Barat Nomor 10 Tahun 2018 Tentang Pengelolaan Pasar Rakyat. Hasil dari peneliatian ini adalah Implementasi pasal 22 point ke 9 Peraturan Daerah Tulang Bawang Barat No 10 Tahun 2018 tentang pengelolaan pasar rakyat menunjukkan belum adanya pengelolaan yang baik dan pengolahan limbah belum terealisasikan dengan semestinya. Berdasarkan tinjauan Siyasah Tanfidziyyah Terhadap Implementasi Peraturan Daerah Kabupaten Tulang Bawang Barat Nomor 10 Tahun 2018 Pasal 22 Point ke 9 Tentang Pengelolaan Pasar Rakyat, dalam pelaksanaannya terbukti belum terlaksana prinsip kekuasaan sebagai amanah yang dibuat Diskoperidag dipasar dayamurni, walaupun ada beberapa hal yang sudah terlaksana dengan baik. Kata kunci: Pengelolaan Pasar Rakyat, Pengolahan limbah. ABSTRACT West Tulang Bawang Regency Regional Regulation Number 10 of 2018 discusses the management of the People's Market in its provisions contained in Article 22, the provider of supporting facilities for the People's Market, the facilities as referred to in paragraph 1 are regulated by the Regent's regulation. The market is one of the economic facilities that is a benchmark in improving the Regional economy, and if it is specifically for the District Area, the Market is the only place where economic transactions take place. The facilities and infrastructure in the market have not been running as they should, because there are places that are suitable but have not been used properly, such as the market management office that is not used properly and the waste bins whose management is still disturbing the surrounding community because there is no waste disposal site after market activities are finished. The determination of the implementation activity process from the government must be in accordance with applicable provisions so that the policy can run properly. The formulation of the problem in writing this thesis is How is the Implementation of Article 22 of the Regional Regulation of West Tulang Bawang Regency Number 10 of 2018 concerning the Management of People's Markets? and How is the Fiqh Siyasah Review of the Implementation of Article 22 of the Regional Regulation of West Tulang Bawang Regency Number 10 of 2018 concerning the Management of People's Markets. The results of this study indicate that the implementation of Article 22, Point 9 of West Tulang Bawang Regional Regulation No. 10 of 2018 concerning the management of traditional markets has not been well managed, and waste management has not been implemented properly. Based on a review of the Siyasah Tanfidziyyah (Regional Management) on the Implementation of West Tulang Bawang Regency Regulation No. 10 of 2018, Article 22, Point 9 concerning the Management of Traditional Markets, its implementation is the lack of implementation of the principle of authority as a mandate established by the Trade and Industry Office (Diskopidag) in Dayamurni Market, although several aspects have been implemented effectively.
