Abstract

ABSTRAK Pandemi Coronavirus Disease-19 atau Covid-19 adalah peristiwa menyebarnya penyakit coronavirus. Wabah covid-19 pertama kali dideteksi di kota Wuhan, provinsi Hubei, Tiongkok pada tanggal 1 Desember 2019, dan ditetapkan sebagai pandemi oleh Organisasi Kesehatan Dunia pada tanggal 11 Maret 2020. Dalam menghadapi permasalahan tersebut Kelurahan Gedong Air melakukan upaya-upaya untuk mengatasinya, salah satunya dengan diberlakukannya sanksi bagi para pelanggar protokol kesehatan, diberikannya sanksi tersebut guna mengurangi angka kasus covid yang terjadi di Kelurahan Gedong Air . Jenis penelitian ini adalah penelitian lapangan (field research), sifat penelitian ini bersifat deskriptif analisis kualitatif. Penelitian ini bersumber dari data primer yang diperoleh melalui observasi, wawancara, dan dokumentasi, sedangkan data sekunder diperoleh melalui studi pustaka (libarary research) berupa, Al-quran, peraturan perundang-undangan, jurnal, dokumen serta buku dan karya ilmiah lainnya. Sedangkan tujuan penelitian ini adalah untuk mengetahui bagaimana Implementasi Pasal 92 Ayat (1) dan (2) Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan dan Pengendalian Coronavirus Disease-19 Terhadap Pelanggar Protokol Kesehatan. Dan juga untuk mengetahui bagaimana pandangan Fiqh Siyasah terhadap Implementasi Pasal 92 Ayat (1) dan (2) Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi dan Pengendalian Coronavirus Disease-19 Terhadap Pelanggar Protokol Kesehatan. Hasil dari penelitian dapat disimpulkan bahwa Implementasi Pasal 92 Ayat (1) dan (2) Peraturan Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi dan Pengendalian Coronavirus Disease-19 Terhadap Pelanggar Protokol Kesehatan di Kelurahan Gedong Air sudah berjalan namun belum maksimal, sehingga setelah diterapkannya sanksi bagi para pelanggar protokol kesehatan seluruh masyarakat telah menerapkan protokol kesehatan yang telah dibuat oleh Pemerintah Daerah namun terdapat hambatan yang dihadapi hambatan tersebut diantaranya kurangnya kesadaran masyarakat, kurangnya partisipasi masyarakat dan kurangnya anggaran Covid-19. ABSTRACT The Coronavirus Disease-19 or Covid-19 pandemic is an event of the spread of the corona virus disease. The Covid-19 outbreak was first detected in Wuhan City, Hubei Province, China on December 1, 2019, and was declared a pandemic by the World Health Organization on March 11, 2020. In dealing with this problem, Gedong Air Village has made various efforts to overcome it, one of which is by imposing sanctions on violators of health protocols, these sanctions are given to suppress the number of Covid cases that occur in Gedong Air Village. This type of research is field research, the nature of this research is descriptive qualitative analysis. This research is sourced from primary data obtained through observation, interviews, and documentation, while secondary data is obtained through library research in the form of the Koran, laws and regulations, journals, documents and books and other scientific works. The purpose of this study is to determine how the Implementation of Article 92 Paragraph (1) and (2) of the Lampung Provincial Regulation Number 3 of 2020 concerning Adaptation of New Habits in the Prevention and Control of Corona Virus Disease-19 against Violators of Health Protocols. And also to find out what the Fiqh Siyasah view is on the Implementation of Article 92 Paragraph (1) and (2) of the Lampung Provincial Regulation Number 3 of 2020 concerning Adaptation and Control of Corona Virus Disease-19 against Violators of Health Protocols. The results of the study can be concluded that the Implementation of Article 92 Paragraph (1) and (2) of Lampung Provincial Regulation Number 3 of 2020 concerning Adaptation and Control of Coronavirus Disease-19 Against Violators of Health Protocols in Gedong Air Village has been running but has not been optimal, so that after the implementation of sanctions for violators of health protocols, the entire community has implemented the health protocols that have been made by the Regional Government, but there are obstacles faced, including lack of public awareness, lack of public participation and lack of Covid-19 budget.
