Abstract

ABSTRAK Fenomena wanita tuna susila masih menjadi permasalahan sosial yang kompleks, termasuk di Provinsi Sumatera Selatan. Pemerintah melalui UPTD Panti Sosial Rehabilitasi Wanita Tuna Sosial (PSRWTS) Dinas Sosial Provinsi Sumatera Selatan berupaya memberdayakan mereka agar mampu keluar dari praktik prostitusi dan hidup mandiri. Namun, dalam praktiknya proses pemberdayaan menghadapi berbagai kendala, baik dari sisi internal peserta maupun keterbatasan fasilitas dan dukungan lingkungan sosial. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Sumber data penelitian terdiri atas instruktur panti dan siswi binaan yang mengikuti program rehabilitasi. Fokus penelitian diarahkan pada proses pemberdayaan, teknik yang digunakan, tujuan yang ingin dicapai, serta hasil pelaksanaan program pemberdayaan wanita tuna susila di UPTD PSRWTS. Hasil penelitian menunjukkan bahwa pemberdayaan dilakukan melalui tahapan penyadaran, pembinaan mental dan spiritual, pelatihan keterampilan (menjahit dan tata rias), serta pendampingan sosial. Meskipun terdapat perubahan positif pada aspek psikologis berupa meningkatnya rasa percaya diri dan motivasi, namun pada aspek keterampilan banyak siswi masih kesulitan memahami materi. Pada aspek kemandirian ekonomi hampir seluruh mantan binaan belum mampu mandiri, hanya satu orang yang berhasil membuka usaha kecil. Dari aspek sosial, sebagian besar masih menghadapi kesulitan beradaptasi di masyarakat karena stigma negatif. Dengan demikian, program pemberdayaan wanita tuna susila di UPTD PSRWTS masih belum berhasil secara maksimal dan memerlukan strategi lanjutan agar tujuan kemandirian benar-benar tercapai. Kata kunci : Pemberdayaan Wanita, Tuna Susila, Kemandirian Ekonomi ii ABSTRACT The phenomenon of prostituted women remains a complex social problem, including in South Sumatra Province. The government, through the UPTD Social Rehabilitation Center for Prostituted Women (PSRWTS) under the Social Service of South Sumatra Province, seeks to empower them to leave prostitution and achieve independent lives. However, in practice, the empowerment process faces various obstacles, both from the internal conditions of the participants and the limitations of facilities and social support. This research employed a descriptive qualitative method with data collected through observation, interviews, and documentation. The Source of data consisted of instructors and female residents enrolled in the rehabilitation program. The study focused on the empowerment process, the techniques applied, the intended objectives, and the outcomes of the empowerment program for prostituted women at the UPTD PSRWTS. The findings show that the empowerment program was carried out through stages of awareness, mental and spiritual guidance, vocational training (sewing and beauty), and social assistance. While there were positive changes in the psychological aspect, such as increased self-confidence and motivation, most participants still struggled to master the vocational skills. In terms of economic independence, nearly all former residents failed to become self-reliant, with only one individual succeeding in running a small business. Socially, many still faced difficulties reintegrating into the community due to stigma. Thus, the empowerment program at UPTD PSRWTS has not yet been fully successful and requires further strategies to truly achieve economic independence and social reintegration.
