Abstract

ABSTRAK Permasalahan yang ada dalam penelitian ini bahwasannya pengemis di Kabupaten Lampung Selatan cukup banyak ditemui. Alasan kenapa masyarakat lebih memilih mengemis yaitu karena faktor ekonomi yang kurang. Selain itu, masyarakat lebih memilih pekerjaan mengemis karena malas untuk bekerja, mereka lebih memilih mengemis karena lebih mudah dan cepat dalam menghasilkan uang, dalam hal ini Dinas Sosial berperan penting dalam pemberdayaan masyarakat khususnya pengemis. Sebagaimana yang tertera pada Pasal 17 Poin C Peraturan Bupati Lampung Selatan Nomor 45 Tahun 2016. Penelitian ini ingin menjawab dua persoalan 1) Bagaimana implementasi pasal 17 poin c peraturan bupati Lampung Selatan nomor 45 tahun 2016 tentang rincian tugas jabatan pada dinas sosial Kabupaten Lampung Selatan dalam penanggulangan pengemis di Kabupaten Lampung Selatan, dan 2) Bagaimana perspektif Siyasah Tanfiżiyah terhadap implementasi pasal 17 poin c peraturan bupati Lampung Selatan nomor 45 tahun 2016 tentang rincian tugas jabatan pada dinas sosial Kabupaten Lampung Selatan dalam Penelitian ini menggunakan metode kualitatif yang bertempatkan di Dinas Sosial Kabupaten Lampung Selatan. Dalam mengumpulkan data, penulis menggunakan metode pengumpulan data yang meliputi metode observasi, dokumnetasi, dan wawancara., serta analisis data dilakukan dengan reduksi data, data display, setelah data terkumpul ditariklah kesimpulan. Teknik keabsahan data menggunakan triangulasi sumber dan teknik. Hasil dari penelitian ini bahwa dalam mengimplementasikkan Pasal 17 Poin C Peraturan Bupati Lampung Selatan Nomor 45 Tahun 2016, Dinas sosial Kecamatan Lampung Selatan memberikan beberapa program yang dapat di terima masyarakat yang kurang mampu termasuk juga pengemis. Program-program tersebut yaitu Program Keluarga Penerima Manfaat (KPM), Program Keluarga Harapan (PKH), Program Modal Usaha (MODUS). Metode yang digunakan Dinas Sosial Kabupaten Lampung Selatan dalam menanggulangi pengemis di tempat umum yaitu dengan program Preventi, Represif, dan Rehabilitatif. Perspektif Siyasah Tanfiżiyah terhadap Dinas Sosial Kabupaten Lampung Selatan mengenai Pasal 17 Poin C Peraturan Bupati Lampung Selatan Nomor 45 Tahun 2016 yaitu Dinas Sosial merupakan pengklasifikasian dari bidang Siyasah Tanfiżiyah. Dalam hal ini, Dinas Sosial termasuk dalam kementrian sosial dalam hal ini disebut sebagai Wizarah, yaitu kementrian atau departemen pemerintah yang bertanggung jawab atas suatu bidang tertentu. ABSTRACT The problem encountered in this study is that beggars are quite prevalent in South Lampung Regency. The reason why people choose begging is due to economic constraints. Furthermore, people prefer begging because they are lazy to work, and they prefer begging because it is an easier and faster way to earn money. In this regard, the Social Services Agency plays a crucial role in empowering the community, especially beggars. This is stated in Article 17, Point C, of South Lampung Regent Regulation Number 45 of 2016. This study aims to answer two questions: 1) How is Article 17, Point C, of South Lampung Regent Regulation Number 45 of 2016, concerning the detailed duties of the South Lampung Regency Social Services Agency in addressing begging in South Lampung Regency? And 2) What is the perspective of the Siyasah Tanfiżiyah (Regional Government Institution) regarding the implementation of Article 17, Point C, of South Lampung Regent Regulation Number 45 of 2016 concerning the detailed duties of the South Lampung Regency Social Services Agency in addressing begging in South Lampung Regency? This study used qualitative methods and took place at the South Lampung Regency Social Services Agency. In collecting data, the author used data collection methods including observation, documentation, and interviews. Data analysis was carried out through data reduction and data display. After the data was collected, conclusions were drawn. Data validity techniques used source and technique triangulation. The results of this study indicate that in implementing Article 17 Point C of South Lampung Regent Regulation Number 45 of 2016, the South Lampung District Social Service provides several programs accessible to underprivileged communities, including beggars. These programs include the Beneficiary Family Program (KPM), the Family Hope Program (PKH), and the Business Capital Program (MODUS). The methods used by the South Lampung Regency Social Service to address begging in public places include Preventive, Repressive, and Rehabilitative programs. The Siyasah Tanfiżiyah Perspective on the Social Services of South Lampung Regency regarding Article 17 Point C of South Lampung Regent Regulation Number 45 of 2016, namely the Social Services is a classification of the Siyasah Tanfiżiyah field. In this case, the Social Services is included in the Ministry of Social Affairs, which is referred to as Wizarah, namely a ministry or government department responsible for a specific field.
