Abstract

ABSTRAK Salah satu industri yang berkembang pesat adalah industri pengolahan singkong menjadi tepung tapioka. Namun di sisi lain, aktivitas produksi industri tepung tapioka menimbulkan persoalan lingkungan, terutama pencemaran yang berasal dari limbah cair hasil pengolahan, limbah tersebut dapat mencemari permukaan air, menurunkan kualitas air tanah, serta menimbulkan bau tidak sedap yang mengganggu masyarakat sekitar di Kampung Buyut Ilir Kecamatan Gunung Sugih Kabupaten Lampung Tengah. Adapun permasalahan yang dibahas dalam penelitian ini yaitu Bagaimana Implementasi Pasal 27 Ayat (1) Huruf A Peraturan Daerah Kabupaten Lampung Tengah Nomor 06 Tahun 2021 Pada Kampung Buyut Ilir Kecamatan Gunung Sugih Kabupaten Lampung Tengah, dan Bagaimana Analisis Siyāsah Tanfīżiyyah terhadap Implementasi Pasal 27 Ayat (1) Huruf A Peraturan Daerah Kabupaten Lampung Tengah Nomor 06 Tahun 2021 Pada Kampung Buyut Ilir Kecamatan Gunung Sugih Kabupaten Lampung Tengah. Penelitian ini membahas Implementasi Pasal 27 Ayat (1) Huruf A Peraturan Daerah Kabupaten Lampung Tengah di (Studi di Kampung Buyut Ilir Kecamatan Gunung Sugih Kabupaten Lampung Tengah Perspektif Fiqh Siyāsah Tanfīżiyyah. Penelitian ini merupakan jenis penelitian lapangan (field research) dan memiliki sifat penelitian yaitu pendekatan deskriptif kualitatif serta pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Hasil dalam penelitian ini didapatkan bahwa Implementasi Pasal 27 Ayat (1) Huruf A Peraturan Derah Kabupaten Lampung Tengah Nomor 06 Tahun 2021 Tentang Rencana Perlindungan Dan Pengelolaan Hidup, telah di implementasikan pasal tersebut telah berjalan namun belum optimal. Pemerintah kampung bersama masyarakat sudah berupaya melaksanakan ketentuan dalam Peraturan daerah tersebut khususnya terkait pengelolaan lingkungan hidup dan pembangunan berkelanjutan. Namun, masih terdapat hambatan berupa keterbatasan sumber daya manusia, kurangnya sosialisasi, serta minimnya partisipasi aktif masyarakat. Hal ini membuat capaian implementasi belum sepenuhnya sesuai dengan tujuan yang diharapkan oleh Peraturan Daerah. Analisis Siyāsah Tanfīżiyyah Dari Perspektif Siyāsah Tanfīżiyyah implementasi Peraturan Daerah ini menunjukkan adanya fungsi eksekutif Pemerintah Daerah dalam melaksanakan kebijakan yang sudah ditetapkan. Prinsip Siyāsah Tanfīżiyyah menekankan pada pelaksanaan keputusan dengan memperhatikan kemaslahatan Masyarakat Kampung Buyut Ilir, penerapan Peraturan Daerah tersebut sudah sesuai dengan tujuan Siyāsah Tanfīżiyyah, yakni menjaga kemaslahatan Masyarakat dan Lingkungan. Namun, kelemahan dalam pelaksanaan teknis dan kurangnya dukungan masyarakat menunjukkan perlunya peningkatan sinergi antara pemerintah daerah, aparatur kampung, dan warga agar implementasi berjalan lebih efektif sesuai dengan nilai-nilai Siyāsah Tanfīżiyyah. ABSTRACT One such rapidly growing industry is the processing of cassava into tapioca flour. However, the tapioca flour industry's production activities have created environmental problems, particularly pollution from liquid waste from the processing. This waste can contaminate surface waters, degrade groundwater quality, and produce an unpleasant odor that disturbs the surrounding community in Kampung Buyut Ilir, Gunung Sugih District, Central Lampung Regency. The problems discussed in this study are: How is the Implementation of Article 27 Paragraph (1) Letter A of the Regional Regulation of Central Lampung Regency Number 06 of 2021 in Buyut Ilir Village, Gunung Sugih District, Central Lampung Regency, and How is the Siyāsah Tanfīżiyyah Analysis of the Implementation of Article 27 Paragraph (1) Letter A of the Regional Regulation of Central Lampung Regency Number 06 of 2021 in Buyut Ilir Village, Gunung Sugih District, Central Lampung Regency. This study discusses the Implementation of Article 27 Paragraph (1) Letter A of the Regional Regulation of Central Lampung Regency in (Study in Kampung Buyut Ilir, Gunung Sugih District, Central Lampung Regency, Fiqh Siyāsah Tanfīżiyyah Perspective. This study is a type of field research and has a qualitative descriptive approach and data collection is carried out through observation, interviews and documentation. The implementation of Article 27 Paragraph (1) Letter A of the Central Lampung Regency Regional Regulation Number 06 of 2021 concerning the Environmental Protection and Management Plan has been ongoing, but not yet optimal. The village government and the community have made efforts to implement the provisions of the Regional Regulation, particularly those related to environmental management and sustainable development. However, there are still obstacles in the form of limited human resources, lack of socialization, and minimal active community participation. This means that the implementation achievements have not fully met the objectives expected by the Regional Regulation. Analysis of Siyāsah Tanfīżiyyah From the Siyāsah Tanfīżiyyah Perspective, the implementation of this Regional Regulation demonstrates the executive function of the Regional Government in implementing established policies. The Siyāsah Tanfīżiyyah principle emphasizes the implementation of decisions with attention to the welfare of the Buyut Ilir Village Community. The implementation of this Regional Regulation is in accordance with the objectives of Siyāsah Tanfīżiyyah, namely maintaining the welfare of the Community and the Environment. However, weaknesses in technical implementation and lack of community support indicate the need for increased synergy between local governments, village officials, and residents so that implementation runs more effectively in accordance with the values of Siyāsah Tanfīżiyyah.
