Abstract

ABSTRAK Kewenangan Kepala Desa dalam penyelesaian konflik masyarakat di Desa Sumber Agung, Kecamatan Ngambur, berdasarkan Undang-Undang No. 6 Tahun 2014 tentang Desa. Dalam konteks ini, Kepala Desa berperan sebagai mediator dalam menyelesaikan berbagai konflik yang muncul di masyarakat dengan menggunakan pendekatan musyawarah. Penelitian ini mengidentifikasi tantangan dan keberhasilan dalam penyelesaian konflik di tengah keberagaman suku, agama, dan budaya masyarakat desa. Rumusan masalah penelitian ini adalah Bagaimana implementasi Pasal 26 Ayat (4) K Undang-Undang No. 6 Tahun 2014 Tentang Desa di Desa Sumber Agung Kecamatan Ngambur Kabupaten Sumber Agung menurut fiqih siyasah? Bagaimana pandangan Fiqh Siyasah Tanfiziyyahtanfidziyah terhadap peran kepala desa dalam penyelesaian konflik masyarakat di desa menurut Undang-Undang No. 6 Tahun 2014 Tentang Desa di Desa Sumber Agung Kecamatan Ngambur Kabupaten Pesisir barat? Metode yang digunakan dalam penelitian ini adalah Metode Penelitian ini menggunakan pendekatan kualitatif dengan wawancara mendalam dan observasi untuk menganalisis peran Kepala Desa dalam penyelesaian konflik masyarakat. Fokus penelitian adalah pada penerapan prinsip Fiqh Siyasah Tanfiziyyahdan musyawarah dalam mencapai harmoni sosial di Desa Sumber Agung, Temuan penelitian menunjukkan bahwa musyawarah adalah kunci keberhasilan penyelesaian konflik, meskipun tantangan seperti intoleransi remaja dan penyebaran hoaks tetap menjadi masalah. Kepala Desa, Bapak Zaili, menggunakan prinsip keadilan dan toleransi, seperti dalam keputusan pemakaman warga non-Islam, untuk menciptakan keharmonisan. Penelitian ini menyimpulkan bahwa keberhasilan Kepala Desa dalam penyelesaian konflik mencerminkan penerapan kewenangan yang efektif dan pemanfaatan prinsip Fiqh Siyasah Tanfiziyyahdalam memperkuat solidaritas sosial di desa. Diperlukan peningkatan sosialisasi tentang toleransi dan pemberdayaan tokoh masyarakat untuk memperkuat kerjasama antarwarga. ABSTRACT The Authority of the Village Head in Resolving Community Conflicts in Sumber Agung Village, Ngambur District, Based on Law No. 6 of 2014 on Villages. In this context, the Village Head acts as a mediator in resolving various conflicts that arise within the community using a deliberative approach. This study identifies the challenges and successes in conflict resolution amid the diversity of ethnicity, religion, and culture in the village. The research questions are: How is the implementation of Article 26, Paragraph (4) of Law No. 6 of 2014 on Villages in Sumber Agung Village, Ngambur District, according to fiqh siyasah? What is the perspective of Fiqh Siyasah Tanfiziyyahtanfidziyah on the role of the Village Head in resolving community conflicts in the village according to Law No. 6 of 2014 on Villages in Sumber Agung Village, Ngambur District, West Pesisir Regency? The method used in this study is a qualitative approach, including in-depth interviews and observations, to analyze the role of the Village Head in resolving community conflicts. The focus of the research is on the application of the principles of Fiqh Siyasah Tanfiziyyahand deliberation to achieve social harmony in Sumber Agung Village. The research findings indicate that deliberation is the key to successful conflict resolution, although challenges such as youth intolerance and the spread of hoaxes remain problematic. The Village Head, Mr. Zaili, applies the principles of justice and tolerance, as seen in his decision regarding the burial of a non-Muslim community member, to create harmony. This study concludes that the success of the Village Head in conflict resolution reflects the effective use of his authority and the application of Fiqh Siyasah Tanfiziyyahprinciples in strengthening social solidarity in the village. There is a need for increased socialization about tolerance and the empowerment of community leaders to strengthen cooperation among residents.
