Abstract

ABSTRAK Pengawasan pemilihan umum merupakan proses yang penting untuk memastikan bahwa pemilihan umum berlangsung secara adil, transparan dan demokratis. Dalam penyelenggaraan pesta demokrasi terdapat banyak masalah dan persoalan yang dapat mengganggu dan menghambat proses pemilu yang demokratis, Salah satunya yaitu TPS rawan. Penelitian ini bertujuan untuk mengetahui strategi Bawaslu Kota Bandar Lampung dalam menjalankan fungsi pencegahan sebagai bentuk Implementasi Peraturan Bawaslu Nomor 5 Tahun 2022 terhadap Pengawasan Penyelenggaraan Pemilihan Umum pada Tempat Pemungutan Suara (TPS) Rawan di Kota Bandar Lampung 2024 dan mengetahui Fungsi Pencegahan Bawaslu Kota Bandar Lampung dalam Implementasi Peraturan Bawaslu Nomor 5 Tahun 2022 Tentang Pengawasan Penyelenggaraan Pemilihan Umum dalam Perspektif Fiqh Siyāsah. Jenis penelitian ini adalah penelitian lapangan (field research) dengan sifat penelitian deskriptif. Teori dalam penelitian ini menggunakan teori fiqh Siyāsah. Metode pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini menunjukan bahwa Bawaslu Kota Bandar Lampung dalam pengawasan Tempat Pemungutan Suara (TPS) rawan di Kota Bandar Lampung 2024 sesuai dengan Pasal 5 huruf a Peraturan Bawaslu Nomor 5 Tahun 2022 sudah terlaksana baik tanpa adanya hambatan apapun berdasarkan prinsip demokrasi. Bawaslu juga melakukan tindak lanjut yaitu: Melakukan patroli pengawasan di wilayah TPS rawan; Koordinasi dan konsolidasi kepada pemangku kepentingan terkait; Edukasi, sosialisasi dan pendidikan politik kepada masyarakat; Optimalisasi pelaporan digital dengan aplikasi SIWASLU; Kolaborasi dengan pemantau Pemilihan, pegiat kepemiluan, organisasi masyarakat dan pengawas partisipatif; Pengawalan dan pengawasan distribusi logistik untuk memastikan logistik Pemilihan sampai tepat waktu dan tepat jumlah sesuai kebutuhan; dan Menyediakan posko pengaduan masyarakat di setiap level yang bisa diakses masyarakat, baik secara offline maupun online. Selain itu, Tinjauan Fiqh Siyāsah bahwa pengawasan terhadap pemetaan TPS rawan sudah berjalan dengan baik berdasarkan firman Allah Q.S. an-Nisā‟ [4] : 58. ABSTRACT Supervision of the general election is an important process to ensure that elections are conducted fairly, transparently, and democratically. In the organization of a democratic party, there are many issues and problems that can disrupt and hinder the democratic electoral process, one of which is vulnerable polling places (TPS). This research aims to determine the strategies of Bawaslu of Bandar Lampung City in carrying out preventive functions as a form of implementation of Bawaslu Regulation Number 5 of 2022 regarding the Supervision of the Conduct of Elections at Vulnerable Polling Places (TPS) in Bandar Lampung City 2024 and to understand the Preventive Functions of Bawaslu of Bandar Lampung City in the Implementation of Bawaslu Regulation Number 5 of 2022 on the Supervision of the Conduct of Elections from the Perspective of Fiqh Siyāsah. This type of research is field research with a descriptive nature. The theory in this study uses the theory of Siyāsah jurisprudence. The data collection methods are observation, interviews, and documentation. The results of this study indicate that the Bawaslu of Bandar Lampung City in supervising vulnerable Polling Stations (TPS) in Bandar Lampung City in 2024 in accordance with Article 5 letter a of Bawaslu Regulation Number 5 of 2022 has been carried out well without any obstacles based on democratic principles. Bawaslu also carried out follow-up actions, namely: Conducting surveillance patrols in vulnerable TPS areas; Coordination and consolidation with relevant stakeholders; Education, socialization and political education to the community; Optimization of digital reporting with the SIWASLU application; Collaboration with election observers, election activists, community organizations and participatory supervisors; Escorting and supervising logistics distribution to ensure that Election logistics arrive on time and in the right amount according to needs; and Providing public complaint posts at every level that can be accessed by the public, both offline and online. In addition, the Fiqh Siyāsah Review states that supervision of the mapping of vulnerable TPS has been running well based on the word of Allah Q.S. an-Nisā‟ [4]: 58.
