Abstract

ABSTRAK Ketertiban umum dan ketentraman masyarakat merupakan suatu kondisi masyarakat yang sangat dibutuhkan dalam mendukung kesejahteraan masyarakat, serta dalam penerapan menjaga kesejahteraan masyarakat daerah tersebut, yang akan memberikan dampak kepada masyarakat terlaksana dengan tertib, dan dalam lingkungan yang tertib dan tentram. Dalam pasal 18 Huruf G Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2021 merupakan permasalahan yang sangat umum terjadi di Kabupaten Way kanan. Adapun rumusan dan tujuan masalah dalam penelitian ini adalah Bagaimana Implementasi Pasal 18 Huruf G Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2021 Tentang Penyelenggaraan Ketertiban Umum Dan Ketentraman Masyarakat Serta Perlindungan Masyarakat di Kabupaten Way Kanan dan Bagaimana Perspektif Fiqh Siyāsah Tanfīżiyyah Terhadap Implementasi Pasal 18 Huruf G Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2021 Tentang Ketertiban Umum Dan Ketentraman Masyarakat Serta Perlindungan Masyarakat di Kabupaten Way Kanan. Teori yang digunakan dalam penelitian ini adalah teori Fiqh Siyāsah Tanfīżiyyah Penelitian ini termasuk dalam penelitian lapangan (field research). Adapun Jenis penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi, metode pengelolaan data menggunakan pemeriksaan data (editing), klasifikasi data, Verifikasi data, Concluding/Pembentukan Kesimpulan. Hasil penelitian menunjukan bahwa Satuan Polisi Pamong Praja Kabupaten Way Kanan sudah melaksanakan wewenang sebagai mana mestinya. Hal ini terlihat dari penertiban dan pembinaan kepada masyarakat yang sering dilakukan terhadap masyarakat, namun memang masih belum maksimal karena masih kurangnya pemahaman masyarakat mengenai peraturan tersebut. Tinjauan Fiqh Siyāsah Tanfīżiyyah Terhadap Implementasi Pasal 18 Huruf G Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2021 Tentang Ketertiban Umum Dan Ketentraman Masyarakat Serta Perlindungan Masyarakat di Labuhan Kabupaten Way Kanan berdasarkan hal tersebut menurut analisis Fiqh Siyāsah Tanfīżiyyah dimana yang berarti Satuan Polisi Pamong Praja Kabupaten Way Kanan memiliki peranan untuk penyelenggara peraturan perundang-undangan demi kemaslahatan umat. Membuktikan bahwa prinsip amanah yang telah di ajarkan oleh Islam telah dilakukan. Kata Kunci : Fiqh Siyāsah, Ketertiban Umum, Ketentraman Masyarakat, Perlindungan Masyarakat iv ABSTRACT Public order and community peace were conditions that society needed greatly to support the welfare of the people, as well as to implement the maintenance of welfare in the region, which would give an impact on the community to be orderly and live in a peaceful environment. Article 18 Letter G of the Lampung Provincial Regional Regulation Number 3 of 2021 was a very common problem that occurred in Way Kanan Regency. The formulation and objectives of this research problem were: How the implementation of Article 18 Letter G of the Lampung Provincial Regional Regulation Number 3 of 2021 regarding the administration of public order and community peace as well as community protection in Way Kanan Regency was, and how the perspective of Fiqh Siyāsah Tanfīżiyyah viewed the implementation of the same regulation. The theory used in this research was the theory of Fiqh Siyāsah Tanfiziyyah. This research was classified as field research. The type of research used was descriptive qualitative. The data collection techniques data were observation, interviews, and documentation. The data management methods used data checking (editing), classification, concluding/forming conclusions. data verification, and The research results showed that the Public Order Agency (Satpol PP) of Way Kanan Regency had carried out its authority as it should. This was seen from the regulation and guidance given to the community, which was often conducted, but it was still not maximal due to the lack of public understanding of the regulation. The review of Fiqh Siyāsah Tanfīżiyyah on the implementation of Article 18 Letter G of the Lampung Provincial Regional Regulation Number 3 of 2021 about public order, community peace, and community protection in Labuhan Way Kanan Regency was based on the analysis of Fiqh Siyāsah Tanfīżiyyah, which meant that the Public Order Agency of Way Kanan Regency had a role as the organizer of laws and regulations for the benefit of the people.
