Abstract

ABSTRAK Prevalansi perilaku merokok yang dilakukan masyarakat sudah menjadi suatu permasalahan yang harus segera ditanggulangi oleh pemerintah, bahaya rokok yang saat ini tidak hanya menjadi permasalahan bagi orang dewasa saja tetapi juga menjadi permasalahan bagi para remaja khususnya yang berusia 15-18 tahun yaitu anak-anak yang masih duduk di bangku sekolah menengah atas, untuk mengatasi permasalahan tersebut maka Pemerintah Kabupaten Lampung Barat telah membentuk suatu kebijakan tentang area yang dibatasi untuk tidak merokok dilingkungan tersebut yang biasa disebut dengan KTR yang diatur dalam Peraturan Daerah Kabupaten Lampung Barat Nomor 1 Tahun 2017 dalam pelaksanaan terkait Peraturan daerah ini ternyata masih belum terimplementasi dengan baik terlihat masih banyaknya pelanggaran-pelanggaran terkait pegaturan tentang kawasan tanpa rokok ini terkhusus di lingkungan sekolah SMA N 2 Way Tenong Kabupaten Lampung Barat.Penelitian ini bertujuan untuk mengetahui bagaimana Implementasi Perda Kabupaten Lampung Barat Nomor 1 Tahun 2017 Tentang Kawasan Tanpa Rokok di SMA N 2 W ay Tenong Kabupaten Lampung Barat,selain itu penelitian ini ingin melihat bagaimana Implementasi Perda Kabupaten Lampung Barat Nomor 1 Tahun 2017 Tentang Kawasan Tanpa rokok dari Perspektif Fiqh Siyasah Tanfidziyah.Dalam penelitian ini Metode yang dipakai ialah metode penelitian kualitatif dengan jenis penelitian lapangan (field research),penulis juga menggunakan penelitian kepustakaan (library research) sebagai pendukung dalam melakukan penelitian,Proses data dalam penelitan ini menggunakan metode pengumpulan data Observasi,Wawancara dan Dokumentasi.Temuan dari penelitian mengidentifikasi bahwa Implementasi Peraturan Daerah Kabupaten Lampung Barat Nomor 1 Tahun 2017 tentang Kawasan Tanpa Rokok di SMA N 2 Way Tenong Kabupaten Lampung Barat belum terlaksana dengan baik, belum ada rambu-rambu atau banner/spanduk kawasan tanpa rokok, serta ditemukan siswa yang merokok di lingkungan sekolah,berdasarkan Fiqh Siyasah Tafidziyah kebijakan mengenai Kawasan Tanpa Rokok tersebut telah sesuai dengan syariat Islam karena dibuat/ditetapkan demi kemaslahatan manusia,namun dari implementasinya belum terlaksana secara efektif. Kata kunci : Kawasan Tanpa Rokok,Sekolah,Peraturan Daerah iii ABSTRACT The prevalence of smoking behavior in the community has become a problem that must be addressed immediately by the government, the dangers of smoking are currently not only a problem for adults but also a problem for teenagers, especially those aged 15 18 years, namely children who are still in high school, to overcome this problem, the West Lampung Regency Government has formed a policy on restricted areas for not smoking in the environment which is usually called KTR which is regulated in the West Lampung Regency Regional Regulation Number 1 of 2017 in the implementation of this Regional Regulation apparently has not been implemented properly, it can be seen that there are still many violations related to the regulations regarding this smoke-free area, especially in the school environment of SMA N 2 Way Tenong, West Lampung Regency. This study aims to find out how the Implementation of West Lampung Regency Regional Regulation Number 1 of 2017 Concerning Smoke Free Areas in SMA N 2 Way Tenong, West Lampung Regency, in addition, this study wants to see how the Implementation of West Lampung Regency Regional Regulation Number 1 of 2017 Concerning Smoke-Free Areas from Perspective of Fiqh Siyasah Tanfidziyah. In this study, the method used is a qualitative research method with the type of field research, the author also uses library research as a support in conducting research, the data process in this study uses the data collection method of Observation, Interview and Documentation. The findings of the study identified that the Implementation of the West Lampung Regency Regional Regulation Number 1 of 2017 concerning the Smoke-Free Area at SMA N 2 Way Tenong, West Lampung Regency has not been implemented properly, there are no signs or banners for the smoke-free area, and students were found smoking in the school environment, based on Fiqh Siyasah Tafidziyah, the policy regarding the Smoke-Free Area is in accordance with Islamic law because it was made/determined for the benefit of humanity, but its implementation has not been implemented effectively.
