Abstract

ABSTRAK Stunting adalah keadaan kekurangan gizi yang terkait dengan nutrisi yang tidak memadai di masa lalu dan merupakan bagian dari masalah nutrisi kronis. Stunting di kampung Negara Tama sendiri masih dapat ditemui, hal tersebut dikarenakan faktor rendahnya tingkat pendidikan para orang tua yang mengakibatkan minimnya pengetahuan tentang masalah stunting, faktor selanjutnya yaitu kebiasaan hidup buruk masyarakat juga turut menjadi penyebab stunting di kampung Negara Tama. Penelitian ini memiliki rumusan masalah yaitu, Bagaimana Implementasi Pasal 9 Ayat 3 Peraturan Bupati Way Kanan Nomor 38 Tahun 2022 tentang percepatan penurunan stunting di Kampung Negara Tama Kecamatan Pakuan Ratu Kabupaten Way kanan? Dan Bagaimana perspektif Fiqh Siyasah Tanfiziyah terhadap Implementasi Pasal 9 Ayat 3 Peraturan Bupati Way Kanan Nomor 38 Tahun 2022 tentang percepatan penurunan stunting di Kampung Negara Tama Kecamatan Pakuan Ratu Kabupaten Way Kanan? Tujuan dari penelitian ini adalah Mendeskripsikan Implementasi Pasal 9 Ayat 3 Peraturan Bupati Way Kanan Nomor 38 Tahun 2022 tentang percepatam penurunan stunting di Kampung NegaraTama Kecamatan Pakuan Ratu Kabupaten Way Kanan. Kemudian, Mendeskripsikan perspektif Siyasah Tanfiziyah Terhadap Implementasi Pasal 9 Ayat 3 Peraturan Bupati Way Kanan Nomor 38 Tahun 2022 Tentang Percepatam Penurunan Stunting di Kampung NegaraTama Kecamatan Pakuan Ratu Kabupaten Way Kanan. Penelitian ini termasuk dalam penelitian lapangan. Jenis penelitian yang digunakan penulis adalah deskriptif analis. Metode pengumpulan data yang digunakan penulis dalam penelitian ini adalah teknik dokumentasi dan wawancara. Berdasarkan dari hasil penelitian, ditemukan bahwa, pasal 9 ayat 3 Peraturan Bupati Way Kanan Nomor 38 Tahun 2022 tentang percepatan penurunan stunting, telah terimplementasi, namun terdapat beberapa huruf yang tidak terimplementasi. Huruf tersebut diantaranya yaitu yaitu huruf c, d, dan f. Namun demikian, terdepat beberapa program yang berjalan dengan baik, yaitu, a yaitu penyediaan sumber air bersih, kemudian huruf b, yaitu pemberian makanan tambahan, dan huruf e. Hal tersebut dapat dilihat dari turunnya angka stunting di kampung Negara Tama. Dalam perspektif fiqh siyasah tanfiziyah peran pemerintah kampung negara tama dalam melakukan percepatan penurunan stunting telah sesuai dengan prinsip-prinsip yang ada dalam fiqh siyasah tanfiziyah. Diantaranya adalah prinsip keadilan (Al-Adl), pemerintah Kampung Negara Tama dalam membuat kebijakan telah bersikap cukup adil. Prinsip yang kedua adalah Prinsip kedua adalah prinsip profesionalitas yaitu pemerintah kamoung Negara Tama telah bekerja dengan profesional, Prinsip ketiga yaitu prinsip Amanah pemerintah tidak menyalahgunakan wewenang anggaran dana desa dengan membuat beberapa fasilitas untuk menangani masalah stunting yang terjadi di kampung tersebut. Kata Kunci: Siyasah Tanfiziyah, Peraturan Bupati, Stunting. ABSTRACT Stunting is a state of malnutrition associated with inadequate nutrition in the past and is part of a chronic nutritional problem. Stunting in Negara Tama village itself can still be found, this is due to the low level of education of parents which results in a lack of knowledge about the problem of stunting, the next factor is that people's bad living habits also contribute to stunting in Negara Tama village. This research has a problem formulation, namely, How is the Implementation of Article 9 Paragraph 3 of Way Kanan Regent Regulation Number 38 of 2022 concerning the acceleration of stunting reduction in Negara Tama Village, Pakuan Ratu District, Way kanan Regency? And what is the perspective of Fiqh Siyasah Tanfiziyah on the Implementation of Article 9 Paragraph 3 of Way Kanan Regent Regulation Number 38 of 2022 concerning the acceleration of stunting reduction in Negara Tama Village, Pakuan Ratu District, Way Kanan Regency? The purpose of this study is to describe the implementation of Article 9 Paragraph 3 of Way Kanan Regent Regulation Number 38 of 2022 concerning the acceleration of stunting reduction in Kampung NegaraTama, Pakuan Ratu District, Way Kanan Regency. Then, to describe the perspective of Siyasah Tanfiziyah on the Implementation of Article 9 Paragraph 3 of Way Kanan Regent Regulation Number 38 of 2022 concerning the acceleration of stunting reduction in NegaraTama Village, Pakuan Ratu District, Way Kanan Regency. This research is included in field research. The type of research used by the author is descriptive analysis. The data collection methods used by the author in this research are documentation and interview techniques. Based on the results of the research, it was found that article 9 paragraph 3 of Way Kanan Regent Regulation Number 38 of 2022 concerning the acceleration of stunting reduction, has been implemented, but there are several letters that are not implemented. These letters include letters c, d, and f. However, there are several programs that are running well, namely, a, namely the provision of clean water sources, then letter b, namely the provision of additional food, and letter e. This can be seen from the decline in stunting rates in Negara Tama village. In the perspective of fiqh siyasah tanfiziyah, the role of the government of Negara Tama village in accelerating the reduction of stunting is in accordance with the principles in fiqh siyasah tanfiziyah. Among them is the principle of justice (Al-Adl), the government of Negara Tama Village in making policies has been quite fair. The second principle is the principle of professionalism, namely the Negara Tama village government has worked professionally, the third principle is the principle of Amanah, the government does not abuse the authority of the village fund budget by making several facilities to deal with the stunting problem that occurs in the village.
