Abstract

ABSTRAK Memelihara dan membina hubungan dalam lingkungan Rukun Tetangga (RT) merupakan proses penting dalam menciptakan kehidupan masyarakat yang harmonis. Namun, berbagai permasalahan sosial seperti parkir sembarangan, kebisingan berlebihan, serta rendahnya kepedulian terhadap kebersihan lingkungan kerap memicu konflik antartetangga. Hubungan sosial yang tidak terkelola dengan baik berpotensi menurunkan kualitas hidup masyarakat, terutama di wilayah perkotaan. Berdasarkan permasalahan tersebut, penulis melakukan penelitian Bagaimana Implementasi Pasal 13 Ayat (2) Huruf B Angka 7 Peraturan Wali Kota Bandar Lampung Nomor 13 Tahun 2020 Tentang Pembentukan Rukun Tetangga di Kelurahan Beringin Raya Kecamatan Kemiling Kota Bandar Lampung?, Bagimana Tinjauan Siyāsah Tanfῑżiyyah Terhadap Implementasi Pasal 13 Ayat (2) Huruf B Angka 7 Peraturan Wali Kota Bandar Lampung Nomor 13 Tahun 2020 Tentang Hak dan Kewajiban (Studi di Kelurahan Beringin Raya, Kecamatan Kemiling, Kota Bandar Lampung). Metode penelitian yang digunakan adalah penelitian lapangan (field research) dengan sifat deskriptif kualitatif. Data diperoleh melalui observasi, wawancara, dokumentasi, serta studi literatur dari sumber-sumber yang relevan. Penelitian ini juga menganalisis implementasi kebijakan tersebut dari perspektif Siyāsah Tanfῑżiyyah yang menekankan prinsip siqād (kejujuran), amanah (kepercayaan), fathanah (kecerdasan), tabligh (komunikasi). Hasil penelitian menunjukkan bahwa Implementasi Pasal 13 Ayat (2) Huruf B Angka 7 Peraturan Walikota Bandar Lampung Nomor 13 Tahun 2020 Tentang Hak dan Kewajiban belum berjalan optimal. Ketua RT (Rukun Tetangga) sudah melaksanakan tugas sesuai peraturan. Hambatan utama karena warga kurang kesadaran atas diri sendiri dalam menjaga kerukunan sesama anggota/warga. Dalam perspektif Fiqh Siyāsah Tanfῑżiyyah, seorang pemimpin dituntut memiliki sifat amanah, jujur, dan bertanggung jawab. Kenyataan di lapangan menunjukkan bahwa unsur amanah belum terlaksana secara menyeluruh dalam kepemimpinan RT (Rukun Tetangga) di Kelurahan Beringin Raya Kecamatan Kemiling Kota Bandar Lampung. However, various social problems such as haphazard parking, excessive noise, and low concern for environmental cleanliness often trigger conflicts between neighbors. Social relationships that are not managed properly have the potential to reduce the quality of life of the community, especially in urban areas. Based on these problems, the author conducted a study on How is the Implementation of Article 13 Paragraph (2) Letter B Number 7 of the Regulation of the Mayor of Bandar Lampung Number 13 of 2020 Concerning Rights and Obligations of Neighborhood Associations in Beringin Raya Village, Kemiling District, Bandar Lampung City?, How is the Review of Fiqh Siyāsah Tanfῑżiyyah on the Implementation of Article 13 Paragraph (2) Letter B Number 7 of the Regulation of the Mayor of Bandar Lampung Number 13 of 2020 concerning the Establishment of Neighborhood Associations (Study in Beringin Raya Village, Kemiling District, Bandar Lampung City). The research method used is field research with a qualitative descriptive nature. Data were obtained through observation, interviews, documentation, and literature studies from relevant sources. This study also analyzes the implementation of the policy from the perspective of Siyāsah Tanfῑżiyyah which emphasizes the principles of siqād (honesty), amanah (trust), fathanah (intelligence), tabligh (communication). The results of the study show that the Implementation of Article 13 Paragraph (2) Letter B Number 7 of the Regulation of the Mayor of Bandar Lampung Number 13 of 2020 Concerning Rights and Obligations of Neighborhood Associations has not been running optimally. The Head of the Neighborhood Association has not fully carried out his duties according to the regulations. As well as the lack of residents in maintaining and fostering fellow residents in the environment. From the perspective of Fiqh Siyāsah Tanfῑżiyyah, a leader is required to have trustworthy, honest, and responsible characteristics. The reality in the field shows that the element of trust has not been fully implemented in the leadership of the Neighborhood Association in Beringin Raya Village, Kemiling District, Bandar Lampung City.
