Abstract

ABSTRAK Pendidikan inklusif menjadi target utama TPB 4. Open Educational Resources (OER) berpotensi memperluas akses belajar, namun kendala aksesibilitas bagi penyandang disabilitas masih besar. Penelitian ini mengembangkan sistem OER Belajaro yang mendukung aksesibilitas tuna netra dan tuna rungu serta menyediakan fitur kolaborasi. Pengembangan mengikuti kerangka SDLC dengan pendekatan Agile dan strategi Shift Left Accessibility (SLA). Evaluasi dilakukan melalui black-box testing, pengujian aksesibilitas otomatis dengan Axe Playwright, audit Lighthouse, uji manual, uji coba pengguna disabilitas, dan validasi ahli. Hasil menunjukkan seluruh fungsi berjalan baik, tidak ditemukan error aksesibilitas pada delapan halaman utama, skor Lighthouse mencapai 100, sebagian besar tugas berhasil diselesaikan pengguna disabilitas, dan validasi ahli mengonfirmasi kesesuaian dengan WCAG 2.2 serta prinsip CSCL. Penelitian ini membuktikan bahwa integrasi aksesibilitas sejak awal pengembangan menghasilkan OER yang inklusif, fungsional, dan kolaboratif. Belajaro dapat menjadi model OER aksesibel untuk mendukung pendidikan berkualitas yang setara. Open Educational Resources (OER) have the potential to expand learning access, yet accessibility challenges for persons with disabilities remain significant. This study developed an OER system called Belajaro, designed to support accessibility for the visually and hearing impaired while providing collaborative learning features. The development process followed the SDLC framework with an Agile approach and the Shift Left Accessibility (SLA) strategy. System evaluation involved black-box testing, automated accessibility testing with Axe Playwright, Lighthouse audits, manual testing, task-based trials with users with disabilities, and expert validation. Results showed all core functions operated correctly, no accessibility errors were detected on eight main pages, Lighthouse scored 100, most tasks were successfully completed by users with disabilities, and experts confirmed compliance with WCAG 2.2 and CSCL principles. The study demonstrates that integrating accessibility from the early stages of development can produce an inclusive, functional, and collaborative OER. Belajaro can serve as a model for implementing accessible OER to support equitable quality education.
