Abstract

ABSTRAK Pemerintah desa memiliki peran strategis dalam meningkatkan kesejahteraan sosial masyarakat melalui berbagai program pemberdayaan. Melalui pendekatan partisipatif, pemerintah desa berupaya mengidentifikasi potensi lokal serta kebutuhan masyarakat untuk merancang program yang tepat sasaran. Dalam hal ini Pemerintah Desa Hanura menerapkan berbagai strategi untuk mencapai kemandirian desa, termasuk penguatan organisasi, program yang berorientasi pada kebutuhan masyarakat, serta pengembangan sumber daya dan kelembagaan desa. Desa Hanura telah berhasil meraih predikat desa mandiri dengan indeks ketahanan sosial, ekonomi, dan lingkungan yang baik. Keberadaan desa yang strategis seperti Pasar Ampera serta berbagai usaha mikro, kecil, dan menengah turut mendukung pertumbuhan ekonomi desa. Seluruh upaya ini menunjukkan sinergi antara pemerintah desa dan masyarakat dalam meningkatkan kesejahteraan sosial melalui pemberdayaan ekonomi lokal yang berkelanjutan. Penelitian ini merumuskan beberapa rumusan masalah yaitu; pertama, bagaimana peran pemerintah desa dalam pemberdayaan ekonomi local desa Hanura Kecamatan Teluk Pandan Kabupaten Pesawaran? Kedua bagaimana bentuk kesejahteraan sosial di desa Hanura Kecamtan Teluk Pandan Kabupaten Pesawaran?. Metode penelitian yang digunakan dalam penelitian ini yaitu metode penelitian kualitatif yang bersifat deskriptif. Metode pengumpulan data menggunakan tiga metode, yang pertama, metode observasi. Kedua, wawancara. Ketiga, menggunakan metode dokumentasi. Pemilihan informan menggunakan teknik purposive sampling untuk diwawancarai yaitu peneliti memilih informan yang memiliki kriteria yang sesuai untuk diwawancarai sesuai dengan tema yang berkaitan. Teori yang digunakan dalam penelitian ini yaitu teori modal sosial yang dikemukakan oleh Robert D. Putnam dalam menganalisis dan membahas hasil temuan yang ada dilapangan. Hasil dari penelitian ini yaitu Pemerintah Desa Hanura telah berperan aktif dalam meningkatkan kesejahteraan sosial masyarakat melalui pemberdayaan ekonomi lokal yang diwujudkan melalui peningkatan kapasitas sumber daya manusia, pengembangan kelembagaan, pengembangan UMKM, pemanfaatan potensi lokal dengan pendekatan partisipatif. Pemerintah Desa Hanura telah berhasil meningkatkan kesejahteraan sosial masyarakat melalui program-program yang terintegrasi dan berbasis kebutuhan warga. Desa Hanura membangun kesejahteraan sosial yang komprehensif dan berkelanjutan melalui empat pilar utama, yaitu jaminan sosial, pelayanan kesehatan, pendidikan, dan pemberdayaan sosial. Dengan demikian, desa Hanura menjadi contoh desa yang mampu meningkatkan kesejahteraan, kemandirian, dan kualitas hidup seluruh warganya secara berkelanjutan. Kata Kunci :Pemerintah Desa, Pemberdayaan Ekonomi Lokal, Kesejahteraan Sosial. ABSTRACT The village government plays a strategic role in improving social welfare through various empowerment programs. Through a participatory approach, the village government seeks to identify local potential and community needs in order to design targeted programs. In this regard, Hanura Village Government implements various strategies to achieve village self-reliance, including organizational strengthening, needs-based programs, as well as the development of village resources and institutions. Hanura Village has succeeded in achieving the status of an independent village with strong social, economic, and environmental resilience indices. The existence of strategic village assets such as Ampera Market and various micro, small, and medium enterprises also supports the village’s economic growth. All these efforts demonstrate the synergy between the village government and the community in improving social welfare through sustainable local economic empowerment.This study formulates several problem formulations, namely; first, how is the role of the village government in empowering the local economy of Hanura Village, Teluk Pandan District, Pesawaran Regency? Second, what is the form of social welfare in Hanura Village, Teluk Pandan District, Pesawaran Regency?. The research method used in this study is a descriptive qualitative approach. Data collection methods include three techniques: first, observation; second, interviews; and third, documentation. The selection of informants was carried out using purposive sampling, where the researcher chose informants who met specific criteria relevant to the research theme. The theory applied in this research is social capital theory as proposed by Robert D. Putnam, which is used to analyze and discuss the findings in the field. The results of this study show that the Hanura Village Government has played an active role in enhancing community social welfare through local economic empowerment, realized by increasing human resource capacity, institutional development, MSME development, and optimal utilization of local potential with a participatory approach. Hanura Village Government has succeeded in improving social welfare through integrated and community-based programs. Hanura Village builds comprehensive and sustainable social welfare through four main pillars: social security, health services, education, and social empowerment. Thus, Hanura Village serves as an example of a village capable of sustainably improving the welfare, self reliance, and quality of life of all its residents.
