Abstract

ABSTRAK Permasalahan yang sering terjadi di lingkungan hidup salah satunya yaitu terjadinya segala ancaman dan gangguan terhadap lingkungan tersebut sehingga membuat ketentraman masyarakat ittu sendiri tidak ada. Sehingga menimbulkan dampak yang buruk bagi masyarakat setempat, maka dari itu perlu adanya otonomi daerah maka setiap tempat tinggal memiliki kekuasaan tersendiri dalam membangun ketentraman masyarakat di tempat tinggalnya dan dikelola oleh kepala daerah masing-masing. Hal ini perlu dilakukan agar kepala daerah bisa mengerti bisa mengerti apa yang dibutuhkan masyarakat dan mencari jalan keluar dari masalah tersebut dengan adanya kebijakan yang dibuat sendiri Teori yang digunakan Fiqh Siyasah yang pendekatannta kepada Siyash Tanfidziyah. Adapun rumusan masalah dalam penelitian ini yaitu : (1). Bagaimana Implementasi Pasal 3 Tahun 2021 Tentang Penyelenggaraan Ketertiban Umum Dan Perlindungan Masyarakat Yang Ada Di Desa Labuhan Ratu II Way Jepara, Kab. Lampung Timur ?. (2). Bagaimana Perspektif Fiqh Siyasah Terhadap Penetapan Pasal 3 Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2021 Tentang Penyelenggaraan Umum Dan Ketentraman Masyarakat Serta Perlindungan Masyarakat Serta Perlindungan Masyarakat di Desa Labuhan Ratu II Way Jepara, Kab. Lampung Timur ?. Penelitian ini yaitu dilakukan dengan cara penelitian lapangan (field research). Data yang digunakan yaitu data primer dan data skunder. Adapun teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Dalam penelitian ini wancara dilakukan dengan Kepala Desa, Warga Desa Labuhan Ratu II, Bhabinkamtibmas dan Anggota Polisi, Satpol PP. Hasil dari penelitian menunjukan bahwa Implementasi Pasal 3 Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2021 Tentang Penyelenggaraan Ketertiban Umum Dan Ketentraman Masyarakat Serta Perlindungan Masyarakat di Desa Labuhan Ratu II Dalam Perspektif Fiqh Siyasah Kecamatan Way Jepara Kabupaten Lampung Timur sudah terimplementasi walaupun belum sepenuhnya karena masih terdapat kendala. Dalam hal ini dapat dilihat dari upaya yang dilakukan kepala desa dan masyarakat yang masih kurangnya dalam menjaga lingkungan sekitar sehingga menyebabkan kurangnya keamanan di lingkungan tersebut. Kurangnya kekompakan menjadi penghambat terlaksananya pasal 3 Peraturan Daerah Provinsi Lampung ini, masyarakat membutuhkan adanya dukungan dari sesama warga setempat untuk saling menjaga lingkungan tempat tinggal tersebut. Pemerintah desa perlu bekerja sama dengan pemerintah daerah agar terlaksana sosialisasi untuk masyarakat Desa Labuhan Ratu II. Kata kunci: PERDA, Tentang Penyelenggaraan Ketertiban Umum Dan Ketentraman Masyarakat Serta Perlindungan Masyarakat.ABSTRACT One of the problems that often occurs in the environment is the occurrence of threats and disturbances to the environment, thereby making the community's peace itself non-existent. This has a negative impact on the local community, therefore there is a need for regional autonomy so that each residence has its own power in building peace in the community where it lives and is managed by the respective regional head. This needs to be done so that regional heads can understand what the community needs and find a way out of these problems with policies they make themselves. The theory used by Fiqh Siyasah is an approach to Siyash Tanfidziyah. The problem formulation in this research is: (1). How to Implement Article 3 of 2021 concerning the Implementation of Public Order and Community Peace and Protection of the Community in Labuhan Ratu II Way Jepara Village, Kab. East Lampung? (2). What is the perspective of Siyasah Fiqh on the Determination of Article 3 of Lampung Province Regional Regulation Number 3 of 2021 concerning the Implementation of Public Order and Public Peace and Community Protection in Labuhan Ratu II Way Jepara Village, Kab. East Lampung? This research was carried out by means of field research. The data used are primary data and secondary data. The data collection techniques are carried out by means of observation, interviews and documentation. In this research, interviews were conducted with the Village Head, Labuhan Ratu II Village Residents, Bhabinkamtibmas and Police Members, Satpol PP. The results of the research show that the implementation of Article 3 of Lampung Province Regional Regulation Number 3 of 2021 concerning the Implementation of Public Order and Community Peace and Community Protection in Labuhan Ratu II Village in the Perspective of Siyasah Fiqh in Way Jepara District, East Lampung Regency has been implemented, although not completely because there are still constraint. In this case, it can be seen from the lack of efforts made by the village head and the community to protect the surrounding environment, causing a lack of security in the environment. The lack of cohesiveness is an obstacle to the implementation of Lampung Province Regional Regulation Number 3 of 2021. The community needs support from fellow local residents to protect each other's living environment. The village government needs to work together with the regional government to carry out socialization for the people of Labuhan Ratu II Village.
