Abstract

ABSTRAK UU No. 7 Tahun 2017 tentang Pemilihan Umum, memberikan wewenang secara khusus kepada Bawaslu untuk menangani praktik politik uang di Indonesia. Dalam menjalankan wewenang tersebut, Bawaslu berperan untuk menjaga kejujuran dan integritas, serta menciptakan keadilan dalam setiap proses pemilu di Indonesia. Peran Bawaslu berkontribusi besar dalam menciptakan pemilu yang bersih, transparan, dan demokratis. Dalam pencegahan praktik politik uang, peran Bawaslu di Provinsi Lampung sangat diperlukan. Karena, berdasarkan Indeks Kerawanan Pemilu (IKP) 2024, Provinsi Lampung menjadi provinsi kedua di Indoneisa yang marak terjadi kasus praktik politik uang. Bahkan berdasarkan fakta di lapangan, salah satu kotanya, yaitu Kota Bandar Lampung menjadi salah satu kota yang masih marak adanya praktik politik uang. Rumusan pada penelitian ini adalah: 1) Bagaimana mekanisme Badan Pengawas Pemilihan Umum Kota Bandar Lampung dalam pencegahan politik uang di Kelurahan Rajabasa? 2) Bagaimana perspektif siyāsah tanfidziyyah terhadap strategi Badan Pengawas Pemilihan Umum Kota Bandar Lampung dalam pencegahan politik uang? Penelitian ini merupakan penelitian lapangan (field research) dengan sifat deskriptif analisis. Sumber data berasal dari data primer dan sekunder. Teknik pengumpulan data menggunakan metode observasi, wawancara, dan dokumentasi. Hasil penelitian menemukan bahwa mekanisme pencegahan praktik politik uang yang dilakukan oleh Bawaslu Kota Bandar Lampung berupa pemetaan daerah rawan praktik politik uang yang selanjutnya dilakukan sosialisasi dan audiensi. Sosialisasi dilakukan ke 126 kelurahan, sekolah, dan kampus yang bekerjasma dengan Kesbangpol. Audiensi dilakukan kepada calon anggota partai politik, polisi dan ASN. Berdasarkan hasil penemuan tersebut, Bawaslu Kota Bandar Lampung telah menjalankan perannya dengan baik. Namun, penelitian menemukan bahwa pelaksanaan pencegahan tersebut belum berhasil secara optimal. Karena, praktik politik uang masih kerap terjadi di Kota Bandar Lampung. Jika dilihat berdasarkan perspektif Siyāsah tanfidziyyah terhadap strategi Bawaslu Kota Bandar Lampung dalam pencegahan politik uang, pelaksanaannya sudah menjalankan berbagai prinsip, seperti prinsip tanggung jawab, amanah, keadilan yang merata, dan maslahat. Namun, malah yang terjadi masyarakatnya tidak menjalankan perannya dengan baik, yaitu dalam menjalankan prinsip gotong royong. Karena, hasil penelitian menemukan masih banyak terjadi praktik politik uang, tetapi mayoritas masyarakat tidak mau melaporkannya. Kata Kunci: Implementasi, Praktik Politik Uang, Fiqh Siyāsah Tanfidziyyah.ABSTRACT Law No. 7 of 2017 on General Elections specifically grants authority to Bawaslu (the Election Supervisory Body) to address the practice of money politics in Indonesia. In carrying out this authority, Bawaslu plays a key role in upholding honesty and integrity, as well as ensuring fairness in every stage of the electoral process in Indonesia. Bawaslu’s role greatly contributes to the realization of clean, transparent, and democratic elections. In the effort to prevent money politics, the role of Bawaslu in Lampung Province is particularly crucial. According to the 2024 Electoral Vulnerability Index (IKP), Lampung ranks as the second most vulnerable province in Indonesia in terms of widespread money politics. Furthermore, field findings indicate that one of its cities, Bandar Lampung, remains a hotspot where money politics is still prevalent. The research questions of this study are as follows: 1) What is the mechanism employed by the Bandar Lampung City Election Supervisory Body in preventing money politics in Rajabasa District? 2)How does the perspective of siyāsah tanfīdziyyah view the strategy of the Bandar Lampung City Election Supervisory Body in preventing money politics?This study is a field research with a descriptive-analytical approach. The data sources consist of both primary and secondary data. Data collection techniques include observation, interviews, and documentation. The research findings indicate that the mechanism for preventing money politics employed by the Bandar Lampung City Election Supervisory Body involves mapping areas vulnerable to money politics, followed by public outreach and audience engagements. The outreach was conducted in 126 urban villages, schools, and universities in collaboration with the Agency for National Unity and Politics (Kesbangpol). Audience engagements were held with prospective political party candidates, the police, and civil servants. Based on these findings, Bawaslu Bandar Lampung has carried out its role well. However, the research also reveals that the implementation of these preventive measures has not been fully effective, as money politics practices still frequently occur in Bandar Lampung City. From the perspective of siyāsah tanfīdziyyah, the strategy of Bawaslu Bandar Lampung in preventing money politics aligns with various principles, such as accountability, trust (amānah), equitable justice, and public benefit (maṣlaḥah). However, the community has not fulfilled its role effectively, particularly in practicing the principle of mutual cooperation (gotong royong). The research found that although money politics remains widespread, the majority of the public is unwilling to report such practices.
