Abstract

ABSTRAK Rumah adalah bangunan gedung yang berfungsi sebagai tempat tinggal yang layak huni, sarana pembinaan keluarga, cerminan harkat dan martabat penghuninya, serta aset bagi pemiliknya. Dinas Perumahan Dinas Perumahan, Kawasan Permukiman, Pertanahan, Dan Cipta Karya Kabupaten Lampung Tengah melakukan pembangunan rumah layak huni di Kabupaten Lampung Tengah provinsi lampung sebanyak 150 unit rumah. Tujuan bantuan perumahan Stimulan swadaya ini untuk mendorong masyarakat untuk mendapatkan rumah yang huni ditempati jauh dari kebocoran, keselamatan bangunan, kesehatan, kecukupan luas. Bantuan ini sering disebut bedah rumah. Rumusan masalah yang diambil antara lain 1. Bagaimana Implementasi Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Pasal 11 Nomor 7 Tahun 2018 tentang Bantuan Stimulan Perumahan Swadaya di kabupaten Lampung Tengah? 2. Bagaimana Tinjauan Fiqih Siyāsah Terhadap Bantuan Stimulan Perumahan Swadaya(BSPS) di kabupaten Lampung Tengah? Jenis metode penelitian skripsi ini adalah penelitian lapangan (Field research) yaitu penelitian yang menguraikan data yang bersumber dari data primer melalui wawancara, Observasi, maupun laporan dalam bentuk document. Data sekunder dengan mengadakan studi pustaka (library research) berupa literatur, jurnal, peraturan perundang-undang, serta karya ilmiah lainnya, untuk memperoleh data sekunder yang berhubungan dengan masalah yang diteliti dan penelitian ini menggunakan analisis kualitatif. Hasil penelitian ini yaitu Implementasi pasal 11 Peratutan Menteri Pekerjaan Umum Dan Perumahan Rakyat Nomor 7 Tahun 2018 Tentang Bantuan Stimulan Perumahan Swadaya di kabupaten Lampung Tengah tidak maksimal dalam menjalankan pelaksanaan bantuan perumahan swadaya dalam menerapkan pasal 11 menjelaskan tentang syarat-syarat penerima bantuan perumahan swadaya, faktornya ditandai dengan ada beberapa penghambat seperti permasalahan lahan, sengketa tanah yang terjadi dengan pemerintah, hak waris dan ketua adat setempat, masih ada yang belum mendapatkan bantuan, kurangnya angggaran yang diterima pemerintah, pengiriman barang yang terlambat dan kurangya tukang dalam pelaksaan batuan perumahan swadaya ini. Tinjauan Fiqh Siyāsah Dalam Implementasi Peraturan Menteri Pekerjaan Umum Dan Perumahan Rakyat Nomor 7 Tahun 2018 Tentang Bantuan Stimulan Perumahan Swadaya Di Kabupaten Lampung Tengah belum memenuhi beberapa prinsip berkaitan dengan prinsip keadilan, prinsip kepatuhan kepada pemimpin Karena sebagai dasar dalahm hukum Islam. Apabila dikaji aspek Siyāsah Tanfiżiyah yang dimana sebagai pelaksaan agar berjalan ketertiban hukum Islam bernegara dan bermasyarakat untuk kesejahteraan masyarakat itu sendiri. Kata kunci : Fiqih Siyāsah,Peraturan Menteri, Bantuan Stimulan Perumahan Swadaya. ABSTRACT A house is a building that serves as a living space that is habitable, a means of family development, a reflection of the dignity and worth of its residents, and an asset for its owner. The Housing Office of the Central Lampung Regency, which oversees housing, settlement areas, land, and infrastructure, is constructing 150 units of habitable houses in Central Lampung Regency, Lampung Province. The aim of this self-help housing stimulus assistance is to encourage the community to secure a livable home that is free from leaks, structurally safe, healthy, and adequately spacious. This assistance is often referred to as home renovation. The problems addressed include: 1. How is the implementation of the Minister of Public Works and Housing Regulation Article 11 Number 7 Year 2018 regarding Self-help Housing Stimulus Assistance in Central Lampung Regency? 2. How does Fiqh Siyāsah's perspective view the Self-help Housing Stimulus Assistance (BSPS) in Central Lampung Regency? The type of research method for this thesis is field research, which is research that describes data sourced from primary data through interviews, observations, and documents. Secondary data is obtained by conducting library research in the form of literature, journals, legislation, and other scholarly works, to obtain secondary data related to the issues being studied, and this research uses qualitative analysis. The result of this research is that the implementation of Article 11 of the Regulation of the Minister of Public Works and Public Housing Number 7 of 2018 concerning Stimulus Assistance for Self-Help Housing in Central Lampung Regency is not optimal in carrying out self-help housing assistance. The implementation of Article 11 explains the requirements for recipients of self-help housing assistance, and the factors are marked by several obstacles such as land issues, land disputes with the government, inheritance rights, and local customary leaders. There are still those who have not received assistance, insufficient budget received by the government, delayed delivery of goods, and a lack of workers in the implementation of this self-help housing assistance. A Review of Jurisprudence on Siyāsah in the Implementation of the Minister of Public Works and Public Housing Regulation Number 7 of 2018 Regarding Stimulant Assistance for Self-Financed Housing in Central Lampung Regency has not met several principles related to the principle of justice, the principle of obedience to leaders, as this is fundamental in Islamic law. When examining the aspect of Siyāsah Tanfiżiyah, which is meant to ensure the orderly implementation of Islamic law in the state and society for the wellbeing of the community itself.
